Decree of the President of the Republic of Uzbekistan

In order to ensure the full and effective use of the potential of the state language in all spheres of the country's socio-political life, to improve the system of teaching the Uzbek language in educational institutions, to preserve its purity and enrich it continuously, to ensure active integration into modern information technologies and communications, and to enhance its international standing and prestige, I hereby decree:

The following are established as the main objectives for the further development of the state language:
a) to ensure full and effective use of the state language in all areas of social life;
b) to improve the system of teaching the state language in educational institutions and to raise its status as a language of science;
c) to preserve the purity of the state language and to constantly expand its vocabulary;
d) to ensure the active integration of the state language into modern information technologies and communications, making effective use of artificial intelligence capabilities;
e) to enhance the international status and prestige of the state language and to develop international cooperation;
f) to create favorable conditions for citizens of all nationalities living in the country and compatriots abroad to study the state language.

To approve the Program for the Implementation of the Concept for the Development of the Uzbek Language and Improvement of Language Policy for 2025–2026.

From January 1, 2026, to introduce the position of Adviser to the Head on Spirituality and State Language Issues in the central offices of republican state bodies and economic associations, as well as in the Council of Ministers of the Republic of Karakalpakstan, regional, Tashkent city, and district (city) hokimiyats.

The Ministry of Preschool and School Education, together with the Ministry of Higher Education, Science and Innovation, shall from 2026:
a) create a new generation of Uzbek language textbooks for general education schools with instruction in related languages;
b) develop teaching manuals for preschool teachers on teaching Uzbek language;
c) prepare an illustrated dictionary for preschool children entitled “My First Explanatory Dictionary”;
d) organize the production of modern animated video and audio materials for teaching Uzbek language to children.

The Academy of Sciences shall:
a) by June 1, 2026, submit to the Cabinet of Ministers a draft regulatory document for the preparation and publication in electronic form of the multi-volume “National Encyclopedia of Uzbekistan”;
b) by December 1, 2026, ensure the preparation and publication of the book “Mother Tongue. Encyclopedia.”

For the integration of the state language into information technologies and communications:
a) The Ministry of Digital Technologies, together with relevant agencies, by May 1, 2026, shall submit a draft regulatory act for the development of a platform supporting the Uzbek language through artificial intelligence;
b) The Ministry of Higher Education, Science and Innovation, by December 1, 2025, shall announce a competition for a scientific project to create an electronic platform and registry of new words and terms, as well as electronic dictionaries.

Each October, the following events shall be held:
a) an International Scientific and Practical Conference on the Development of the Uzbek Language;
b) a Republican Olympiad and the “Uzbek Language – Translator of My Heart” competition among foreign students;
c) the “My Beloved Uzbek Language” scientific and practical works competition;
d) a National Dictation project;
e) cultural and literary events, presentations of new books;
f) an essay competition among school students and the “Best Uzbek Language Teacher of the Year” contest.

To hold annually the International Uzbek Language Olympiad named after Alisher Navoi.

To organize free Uzbek language courses for foreign students studying at higher education institutions in the country.

The Committee on Interethnic Relations shall expand training centers and provide them with necessary teaching materials.

To launch, within the “Ibrat Descendants” project, an AI-based module for learning the Uzbek language.

The Ministry of Justice shall submit proposals on amendments and additions to legislation arising from this Decree.

Heads of ministries, departments, the Chairman of the Council of Ministers of the Republic of Karakalpakstan, regional and Tashkent city hokims shall be personally responsible for the effective implementation of this Decree.

Control over the implementation of this Decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov.
