Holiday Address to the People of Uzbekistan

Our mother tongue, one of the oldest and richest in the world, is a monumental legacy bequeathed to us by our ancestors.
The noble concept of "O‘z" ("Self / Own") that we have advanced extends fundamentally to our language, and we will actively translate it into practice. I am confident that it will infuse renewed vigor into the native tongue that nourishes our heart and soul—enabling fluid engagement with the wider world, the mastery of modern knowledge, and the spiritual elevation of our nation.
Through language, an individual achieves self-awareness and articulates love for family and country. Within it are enshrined the collective memory of the people, their wisdom, experience, hopes, and aspirations. These are precisely the dimensions we prioritize when speaking of the value and stature of the state language.
Drawing inspiration from the richness of their mother tongue, our great forebears produced enduring masterpieces across science and literature, capturing profound insights on human nature and social life. Today, we bear the solemn responsibility to sustain these traditions and enrich the expressive capacity of our language with contemporary science, advanced technology, and innovative creative endeavors.
Uzbekistan—where representatives of diverse nationalities and ethnicities live as one family, collectively shaping a new life and the nation's future—is our shared Motherland. The state language, serving as the common medium of civic dialogue, underpins active public participation, a fact that brings great pride to us all.
Concurrently, we recognize that mutual respect and deliberate care for the native language and cultural heritage of every individual constitute the vital bedrock of civic harmony and friendship. Therefore, our national efforts to support the development of the Karakalpak language and other languages are advanced in close harmony with expanding favorable avenues for learning the Uzbek language.
Command of the state language undeniably unlocks pathways to knowledge and opportunity, deepening a shared sense of ownership over our collective present and future. Hence, it is paramount to extend warmth, encouragement, and genuine support to those who have recently embarked on learning the Uzbek language.
We must create even more favorable conditions for our youth to think and create in Uzbek, while simultaneously acquiring foreign languages to remain abreast of global advancements. A crucial role in this endeavor belongs to the craft of translation. Through translation, we introduce our citizens to the masterpieces of global human thought while presenting ideas and literary works articulated in our state language to other nations.
A prime illustration of dialogue grounded in linguistic translation is cooperation through initiatives such as the "Uzbek Studies Programme" at the University of Oxford. Furthermore, we must place dedicated emphasis on incentivizing teachers of the Uzbek language abroad, engaging researchers and students, and equipping them with high-caliber literature and educational resources.
Dear compatriots!
The stature of a language in our daily lives depends primarily on the efficiency of its practical application. When a child articulates thoughts with clarity, a student navigates complex academic concepts, and a citizen comprehends official regulatory documents without impediment, we witness the tangible fruits of our language policy.
Accordingly, the education system must focus intently on students' abilities to read, comprehend, articulate, and write with literacy. There is, without doubt, a profound pedagogical distinction between studying Uzbek as a mother tongue versus acquiring it as a state language. This imperative must be strictly factored into updating academic curricula and textbooks.
Practical experience demonstrates that instructional excellence, engaging children's literature, public libraries, and modern learning media cultivate an enduring interest in language. Equally vital to this progression are sincere conversations within the home, shared family reading, and responsive engagement with a child's questions. It is evident that our nationwide reading culture movement and the priority accorded to it are anchored in a deep commitment to linguistic advancement.
It is imperative that government institutions set the national standard in this domain. Laws, executive decrees, administrative directives, and responses to citizen appeals must be drafted in flawless, transparent, and accessible language. Citizens must not encounter unnecessary bureaucratic ambiguity when interpreting their legal rights or obligations. Reverence for the state language must be reflected directly in the quality and accessibility of public services.
Another paramount task involves expanding access to modern scientific literature and articulating cutting-edge research findings in Uzbek. In fields such as medicine, engineering, economics, and applied sciences, there is an acute demand for authoritative reference materials, peer-reviewed translated texts, and digital repositories.
Meeting this demand requires close collaboration among scholars, linguists, translators, and technical specialists. In standardizing terminology, the focus must remain on precision, contextual clarity, and alignment with international scientific conventions. Terminological dictionaries must accurately reflect real-world linguistic evolution and emerging disciplines.
A further pressing challenge is enabling the comprehensive utilization of the Uzbek language across today's digital architecture. Crucial to this effort is the curation of high-quality textual and spoken corpora, alongside the engineering of digital lexicons, translation engines, and automated editing tools.
Speech-to-text and text-to-speech technologies must deliver practical utility across education, professional environments, and daily life. In developing these digital tools, strict adherence to copyright protection standards and personal data privacy regulations is essential.
In line with our commitment to building an inclusive society, dedicated priority must be given to ensuring that these digital technologies are fully accessible to persons with disabilities.
The caliber of artificial intelligence technologies deployed for state-language content is fundamentally measured by how concrete and beneficial their assistance is to the individual user.
Similarly, in matters of orthography and script reform, the governing criteria must be readability, writing ease, and practical information retrieval. Policy decisions in this sphere must be grounded in rigorous academic research, public deliberation, and systematic operational testing. Structural alignment across educational systems, publishing houses, and digital platforms must be comprehensively weighed against the needs of different generations.
Taking this opportunity, I express my sincere gratitude to our scholars and researchers, educators and translators, writers and journalists, publishers, and information technology specialists who work dedicatedly for the progress of our mother tongue. My deep appreciation also goes out to our compatriots and foreign friends who study the Uzbek language with dedication.
Let us together cherish, safeguard, and preserve our native language, contributing to its global stature, amplifying its prestige, and strengthening its voice in international dialogue!
Once again, I congratulate you, dear compatriots, and wish you good health, peace, prosperity, and enduring success.
Happy Uzbek Language Day!
Shavkat Mirziyoyev,
President of the Republic of Uzbekistan
