The proposed legislation is designed to modernize the institutional and legal mechanisms governing industrial safety, reinforce regulatory oversight over high-consequence operations at hazardous facilities, and ensure the robust protection of public life, health, and property.
The bill introduces targeted amendments and additions to the Criminal Code, Criminal Procedure Code, and the Code of Administrative Liability. These provisions establish stringent legal accountability for non-compliance with industrial safety standards across hazardous and potentially hazardous installations, violations of safe handling protocols for hazardous materials, and the issuance of knowingly false industrial safety audit or expert evaluations.
The Legislative Chamber's Committee on Entrepreneurship, Competition Development, and Industrial Issues has been designated as the lead committee responsible for managing the bill's legislative review.
