Expressing our sincere gratitude to all dedicated teachers, educators, and scholars who nurture our cherished children in this spirit and contribute significantly to our motherland’s prosperity, we bow before you with boundless respect and esteem.

In our esteemed teachers and mentors, who open the doors of knowledge and discovery to every child taking their first steps into kindergartens and schools, we see the sculptors of character and the mentors of a new generation. Those who labor tirelessly, devoting their care, heart, and dedication to their students while remaining faithful to their calling, undeniably constitute the golden foundation of our national pedagogy. I see the bedrock of the Third Renaissance precisely in the selfless work of such educators, in their professional expertise, and in their generosity of spirit.
If school is the garden of the future, the teacher is the master gardener nurturing tender shoots of hope. An educator is a river of compassion, a wellspring of virtue, and a radiant sun of enlightenment. For this reason, we shall never tire of honoring and exalting the tireless labor of those who serve in this responsible field.

Among our impressive achievements today, our breakthroughs in the educational sector hold exceptional value for us, and in expressing this, I am confident I voice the shared sentiment of our entire nation. A mere decade ago, education was among the most troubled spheres of our public life, placing severe burdens on families, while teaching remained one of the most under-recognized professions. Working closely alongside you, we addressed entrenched challenges and dismantled structural barriers. Today, education has become a dynamically developing sector, and teaching is rightfully restored as a respected, prestigious vocation.
This is demonstrated by concrete milestones. Currently, 40,000 teachers across our country earn a monthly salary equivalent to $1,000, with 1,500 professionals earning upwards of $2,000. Under the restructured "Teacher of the Year" competition, 208 winners of the district and municipal stages were awarded substantial cash prizes of 616 million UZS each for the first time. In the coming year, similar performance incentive mechanisms will be introduced for preschool educators and vocational training instructors in technical colleges.
Over the past ten years, we have constructed kindergarten capacities for 1.8 million children and school capacities for 1.5 million students, modernizing more than 10,000 preschools and secondary schools into state-of-the-art facilities—unprecedented figures in our national history. The emergence of innovative educational institutions such as Presidential, specialized, and creative schools, alongside the expansion of higher education institutions from 77 to 205, elevating university enrollment coverage to 45 percent, represents a monumental transformation.
The private sector within education is expanding systematically, fostering healthy competition. Most importantly, a new generation of educators is rising, fully equipped to excel within this modern ecosystem and showcase their pedagogical skills.
We take immense pride in these systemic achievements on the path of educational reform.
Naturally, these initiatives directly enhance the quality and outcomes of instructional and pedagogical work. It is particularly gratifying that in 2026, our students secured 228 medals at international academic Olympiads, including top podium finishes at the prestigious International Chemistry and Informatics Olympiads hosted within Uzbekistan.
Our people deeply appreciate your invaluable contribution to the historic achievements of our youth, who triumphed at the World Chess and Para Chess Olympiads concluded days ago in ancient Samarkand, earning top honors and elevating our motherland’s prestige globally.
This year, the number of school students obtaining official language proficiency and academic subject certifications reached 100,000, while nearly 5,000 high school graduates achieved perfect scores on university entrance examinations.
Furthermore, in the authoritative PISA assessment, our 15-year-old students advanced by 32 places in scientific literacy, climbing to 48th place globally—a noteworthy milestone.
The successful international accreditation of 185 university degree programs and the launch of 441 joint academic curricula in partnership with renowned foreign universities further underscore this progress.

We have defined the coming decade as an era of national revival for our country, establishing even more ambitious strategic goals.
You understand better than anyone that schools, vocational colleges, and universities form the pillar of this national advancement. Consequently, we rely primarily on you—our esteemed educators and mentors. During our comprehensive meeting with educational representatives, we conducted an open and detailed discussion regarding our immediate priorities and practical solutions.
To accord public recognition to exemplary educators, we have resolved to establish the State Award named after Abdulla Avloni. I firmly believe this distinguished honor will inspire you toward even greater professional heights.
Instilling deep patriotism, civic responsibility, and national pride in our children, alongside profound reverence for our history and culture, will now be approached through modernized frameworks across families, neighborhoods (mahallas), schools, technical colleges, and universities. We must remain mindful of the complex demands of our contemporary era. The principle that "The education and moral development of the young generation is the sacred civic duty of entire society" must resonate within every citizen, becoming the core standard and guiding purpose of our daily lives.
I am confident that you, esteemed teachers and mentors—fully cognizant of the paramount importance of raising the youth of New Uzbekistan under the guiding conviction "For the Motherland, for the Nation, for the People!"—will continue to take an active role through your rich expertise, talent, and dedicated mastery.
