IAEA INIR Follow-up Mission Phase 2: Results of the Second Day

On the second day of the mission, IAEA experts, together with representatives of Uzbekistan’s ministries and agencies, reviewed the outcomes of the first day and discussed the submitted materials.
During the first half of the day, the following areas were examined:
🔹 financing and funding;
🔹 legal framework;
🔹 economic assessment of investments in the construction of a nuclear power plant;
🔹 development of the regulatory framework in the sector.
During the discussions, particular attention was given to the experience of nuclear power plant projects such as Dukovany in the Czech Republic, Rooppur in Bangladesh, Paks-2 in Hungary, El Dabaa in Egypt, as well as Kursk-2 and Leningrad-2 in Russia.
The IAEA highly appreciated Uzbekistan’s accession to key international conventions related to civil liability for nuclear damage, nuclear safety, early notification of a nuclear accident, and assistance in the event of a radiological or nuclear emergency.
In the second half of the day, the areas of “Safeguards” and “Regulatory Framework” were discussed. Special attention was paid to cooperation with China, Hungary, Belarus, and Italy in the field of nuclear energy and ensuring the nuclear non-proliferation regime.
Issues related to the adoption of regulatory documents in the areas of licensing, permitting activities, and state regulation were also considered.
IAEA experts noted that the experience gained through technical cooperation is being successfully applied by the regulator in the development of regulatory documents. The establishment of an expert support body — the State Institution “Scientific and Technical Center for Radiation and Nuclear Safety” — was also positively assessed.
At the end of the day, IAEA experts received detailed answers to their questions and began preparing the national report on the nuclear infrastructure of the Republic of Uzbekistan.
The mission will continue until June 26.
