According to the resolution, the State Target Fund for the Development of Youth Entrepreneurship will be established under the Youth Affairs Agency, based on the Young Entrepreneurs Support Fund.

The fund's resources will be increased to the equivalent of 100 million US dollars through designated funding sources.

A key performance indicator of the fund will be ensuring employment and engaging at least 50,000 young people in entrepreneurship.

Land plots along designated rivers, canals, and shores will be allocated through electronic online auctions for business projects related to the establishment of service, entertainment, and recreational areas.

A venture fund with a charter capital equivalent to 10 million US dollars will be established under the fund to finance promising youth startup projects, using the resources allocated to the Youth Affairs Agency.
