Briefing on improving the efficiency of handling appeals within the system of the Youth Affairs Agency, analyzing systemic problems causing public complaints, and addressing them through targeted measures

In order to ensure the implementation of the tasks given at the video selector meeting chaired by the Head of State on March 13, 2026, dedicated to elevating the system of working with public appeals to a new level and conducting a deep analysis of public opinion, as well as the execution of the Decree of the President of the Republic of Uzbekistan No. PF-51 dated April 1, 2026, "On additional measures for the effective organization of the dialogue system with the population," a working group has been established within the system of the Youth Affairs Agency to increase the efficiency of handling appeals, analyze systemic problems causing applications and complaints from the population, and address them through targeted measures.
Since May of the current year, the Working Group has been studying compliance with the requirements established by the Law of the Republic of Uzbekistan "On Appeals of Individuals and Legal Entities" and relevant regulatory legal acts within the Youth Affairs Agency system.
To resolve youth appeals locally, a system aimed at identifying the problems and interests of youth across each neighborhood and household has been created through youth leaders operating in 8,992 neighborhoods. In particular, within the "Digital Neighborhood" system, youth leaders, acting as one of the most active members of the neighborhood "seven," implement measures to support youth employment, social protection, and talents in a fully digital format. Furthermore, the social status and interests of all young people aged 14 to 30 in the neighborhood are entered into the system, and socio-economic and financial assistance provided to youth in need of support is processed transparently through an online platform.
To create a comfortable and barrier-free environment for persons with disabilities during the application process and to ensure the unhindered acceptance of their appeals, about 20 responsible employees of the Agency dealing with civic appeals were trained in sign language communication and sign language interpretation courses designed for ministry and department staff.
All specialists working with appeals in the regions were trained at the Center for Professional Development of Lawyers in courses on "Advanced training for employees of state bodies and organizations dealing with appeals of individuals and legal entities."
Additionally, a 24/7 "Call Center" with the short number 1093, which responds to youth appeals using artificial intelligence, operates on a continuous basis. The system independently receives appeals, analyzes their content, generates appropriate answers, provides prompt responses, and creates analytical reports. This elevates the speed, quality, and transparency of working with appeals to a new level. In particular, over the elapsed period of 2026, a total of 29,273 calls were received, averaging 136 calls per day. Operators followed up on 2,041 calls through callback communications.
In execution of paragraph 19(b) of the Decree of the President of the Republic of Uzbekistan No. PF-66 dated April 20, 2026, "On the approval of the 'Youth of Uzbekistan – 2030' Strategy and measures for the comprehensive support of youth," and with the aim of dealing separately with appeals coming from youth addressed to the President of the Republic of Uzbekistan, ensuring their comprehensive, complete, objective, and timely consideration, a new institutional system — the "Control Group" — was launched under the Youth Affairs Agency starting July 20 of this year.
Personal and field receptions are regularly organized by the Director of the Agency and deputy directors. Specifically, over the elapsed period of 2026, personal receptions of a total of 48 citizens were organized, and the execution of their proposals and problems was ensured.
Also, to effectively organize the dialogue system with the population and study the proposals and problems of youth by visiting locations, the Director of the Agency and deputy directors organized a total of 20 field receptions in the most remote and outlying regions of the republic. A total of 301 appeals were received from over 1,200 young people who participated in the field receptions.
Locally, regional heads organized field receptions in a total of 102 districts (cities), covering over 10,000 young people.

During the elapsed period of 2026, 11,785 appeals were received, of which:

3,671 relate to students' tuition fee expenses;

1,659 relate to inclusion in the "Youth Notebook" ("Yoshlar daftari");

1,244 relate to employment of youth included in the "Youth Notebook";

838 relate to providing assistance to citizens included in the "Youth Notebook";

733 relate to preferential loans based on programs for entrepreneurial activities;

643 relate to financial assistance for training course fees for youth included in the "Youth Notebook";
-
641 relate to proposals, projects, contests, competitions, educational grants, and scholarships related to youth activities;

622 relate to subsidies for purchasing computers and equipment;

303 relate to driving school training and license obtaining fees;
-
272 relate to financial assistance for military service fees.
Due to sector-specific issues failing to find local solutions through the People's Reception of the President of the Republic of Uzbekistan, 1,548 appeals from Kashkadarya region, 1,074 from Tashkent city, 1,069 from Andijan region, and 936 from Surkhandarya region were received by the Youth Affairs Agency.
Overall, daily appeals on various topics are sent by youth to the Agency system through a number of sources, and systemic work is being implemented to resolve these appeals.
