Implementation of Decree No. PF–117: Information on Execution Discipline

Strengthening Executive Discipline at the Ministry of Investments, Industry and Trade
In accordance with Presidential Decree No. PF–117 of July 25, 2025, “On Additional Measures to Further Strengthen Executive Discipline in State Bodies and Organizations,” the Ministry of Investments, Industry and Trade has implemented a series of measures.
Key Actions:
• In line with the Decree’s requirements, the department responsible for executive discipline was placed under the direct supervision of the Minister by internal order No. 48-I.
• On August 29, 2025, a meeting was held with the participation of the Minister, his deputies, and heads of all departments and divisions to clarify the content and objectives of the Decree. During the meeting, specific tasks were set to ensure timely and high-quality execution of assignments.
• Within the framework of the Decree’s implementation, an inventory of all assignments received by the Ministry was carried out. As a result, in accordance with paragraph 7 of Decree No. PF–117, measures were taken to remove repetitive and similar assignments from control, which in turn improved the quality and precision of task execution.
• Based on paragraph 9 of the Regulation, more than 85 assignments were reasonably removed from control following the inventory process.
Execution Status:
From January to September of this year, 98 percent of the 1,065 assignments received from the Head of State were successfully completed as main executor, while 5 assignments were submitted for consideration by the Ministry’s Board.
Conclusion:
The measures implemented under Presidential Decree No. PF–117 contribute to strengthening executive discipline, increasing accountability, and improving the efficiency of task execution within the Ministry.
At the same time, the systematic approach being implemented lays the groundwork for further enhancement of the Ministry’s performance and ensures the timely execution of government assignments.
