Platform Employment – Effective Staffing as a Key Success Factor for Investors

On the second day of the Tashkent International Investment Forum 2025, a session was held on the topic “Platform Employment – Effective Staffing as a Key Success Factor for Investors”. The session focused on the growing importance of platform-based employment models amid changes in the digital economy and labor market, as well as the opportunities they create for investors.
The session was moderated by Natalia Moskvitina, Director of Platform Employment and Driver Relations at Yandex Go. She emphasized the significance of digital platforms:
“Digital platforms today, especially in the service sector, are among the fastest-growing ecosystems in the world. There are already more than 7,000 platforms globally. It’s important to remember that no platform operates without people. Algorithms and apps play a role, but behind them are millions of workers.”
Among the experts who spoke during the session were:
Dmitry Volvach, Deputy Minister of Economic Development of the Russian Federation
Izzat Shukurov, CEO of Yandex Uzbekistan
Oksana Sinyavskaya, Deputy Director of the Institute for Social Policy
Alisher Elmuradov, Digital Transformation Consultant
Dmitry Volvach shared his perspective on the future of employment:
“Oksana Vyacheslavovna rightly noted that platform-based employment is not about new competencies, but rather about the freedom to manage one’s labor. It gives people the flexibility to use technological innovations to realize this freedom.”
Development of Platform-Based Employment in Uzbekistan
Alisher Elmuradov pointed out that currently more than 5 million self-employed individuals are registered in Uzbekistan, with 66% of them registering in the past year. He stressed:
“Platform-based employment is a rapidly evolving form of employment. It helps improve people’s quality of life by allowing them to work on flexible schedules and providing appropriate guarantees.”
Particular attention was given to how platform-based employment can include socially vulnerable groups in the workforce. Usmon Sharifkhojaev added:
“This is an opportunity for people who cannot fully participate in traditional employment—such as students or people with disabilities—to create flexible working conditions.”
The session also covered the legal and regulatory frameworks for platform-based employment, new approaches to labor relations, and ways to enhance business productivity through efficient workforce allocation.
This session became yet another example of Uzbekistan’s continued efforts to develop the digital economy, implement modern employment solutions, and create a favorable environment for foreign investors.
