As part of the IV Tashkent International investment forum, the Minister of Investments, Industry, and Trade of the Republic of Uzbekistan, Laziz Kudratov, is holding bilateral meetings and participating in the signing of agreements aimed at strengthening economic ties and implementing strategic projects.
Talks were held with Afghanistan’s Minister of Industry and Commerce, Nooruddin Azizi. The parties discussed measures to enhance cooperation in trade, industry, agriculture, transport, and logistics. Two key documents were signed: a Preferential Trade Agreement and a Cooperation Program in Trade, Economic, and Industrial Spheres for 2025–2026.
A meeting was also held with Nobumitsu Hayashi, Governor of the Japan Bank for International Cooperation (JBIC). JBIC was recognized as a strategic partner in the development of Uzbekistan’s private sector. The joint project portfolio has reached $3.7 billion, covering energy, telecommunications, petrochemicals, and infrastructure. Discussions focused on expanding public-private partnerships and non-sovereign financing, including projects involving Toyota Tsusho, NEC, and Sumitomo.
JBIC expressed its readiness to participate in the construction of solar and wind power plants in the Samarkand and Karakalpakstan regions, as well as a multidisciplinary 800-bed hospital in Samarkand in cooperation with Sojitz, with a total investment of $250 million.
The Minister also participated in the signing of a Memorandum of Understanding between the Islamic Corporation for the Development of the Private Sector (ICD) and the OPEC Fund for International Development for a total of $500 million. This document is aimed at supporting Uzbekistan’s private sector from 2025 to 2030. Since the beginning of cooperation, 16 projects worth $374.95 million have been implemented, and 8 more projects worth $292.41 million are currently underway.
Special attention was given to the development of tourism. An agreement was signed with Azerbaijani company Agalarov Development to implement a major investment project — the construction of the all-season resort Sea Breeze Uzbekistan in the Bostanlyk district of Tashkent region. The total cost of the project is $5 billion, with 577 hectares planned for development, including 100 hectares in the first phase.
This project is expected to significantly contribute to the development of tourism infrastructure, job creation, and the attraction of international tourists. Both parties confirmed their commitment to ensuring timely and high-quality project implementation and expressed interest in expanding further cooperation.
