Regions of Uzbekistan and Russia Expand Industrial Cooperation and Direct Business Ties

On October 6, 2026, the plenary session of the Third Council of Regions of Uzbekistan and Russia was held in Fergana. The event brought together heads and representatives of 17 Russian regions, representatives of all regions of Uzbekistan, as well as around 400 entrepreneurs from the two countries.
The plenary session opened with ceremonial addresses to the participants. Greetings from President of the Republic of Uzbekistan Shavkat Mirziyoyev and President of the Russian Federation Vladimir Putin were delivered by Deputy Prime Minister Jamshid Khodjayev and First Deputy Prime Minister of the Russian Federation Denis Manturov.
The high-level composition of the two countries’ delegations provided an opportunity to discuss a broad range of issues, from expanding direct interregional ties and industrial cooperation to trade, investment and joint projects.
It was noted that all 14 regions of Uzbekistan maintain strong ties with more than 50 constituent entities of the Russian Federation. Since the beginning of this year alone, around 100 joint events have been held at the level of Russian regions and the regions of Uzbekistan. The joint cooperation portfolio comprises more than 200 projects worth nearly USD 6 billion. This confirms that the Council format remains one of the solid foundations of the partnership between the two countries aimed at implementing strategic objectives.
A practical outcome of the session was a ceremony for the exchange of four documents — three interregional and one commercial — aimed at expanding cooperation between the regions and advancing new joint initiatives.
In particular, the parties exchanged an Agreement between the Khokimiyat of Fergana Region and the Government of Omsk Region on cooperation in the industrial sector.
The parties also exchanged an Agreement between the Khokimiyat of Surkhandarya Region and the Government of Krasnoyarsk Krai on international and foreign economic relations in the areas of trade and economy, science and technology, culture and humanitarian cooperation.
Another document was an Action Plan for the implementation of the Agreement between the Khokimiyat of Namangan Region and the Government of the Republic of Dagestan on trade and economic, scientific and technical, and socio-cultural cooperation.
In the commercial segment, the parties exchanged an investment agreement between the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan and Wildberries. The agreement provides for the construction of a Class A logistics complex.
The Council of Regions remains one of the practical mechanisms for strengthening Uzbek-Russian economic partnership. Direct contacts between the regions make it possible to move more quickly from agreements to concrete investment and industrial projects, expand business ties and develop new areas of cooperation. The Fourth Council of Regions is scheduled to be held in Omsk.
