Selection of a Consultant for the Technical Assistance Project
“Establishment of the Tashkent International Financial Centre (TIFC) to Enhance the Investment and Business Environment of the Republic of Uzbekistan”
1. Client
Ministry of Investments, Industry and Trade of the Republic of Uzbekistan (hereinafter referred to as the “Client”).
2. Assignment Objective
The objective of this assignment is to select a qualified Consultant to provide expert and advisory services for the implementation of the Tashkent International Financial Centre (TIFC) project, including the development of strategic, institutional, legal, and organizational solutions.
3. Project Goal and Objectives
3.1. Project Goal
To establish an enabling administrative and legal framework, special operating conditions, and a robust institutional environment for investors and domestic and international businesses through the creation and promotion of the Tashkent International Financial Centre (TIFC).
3.2. Project Objectives
Establish the administrative and legal framework and ensure organizational procedures for the creation of TIFC
Develop the strategic positioning and specialization areas of TIFC, including special conditions for residents
Promote TIFC within the global investment and financial ecosystem
Enhance the existing legal framework and national financial market (institutional environment of TIFC) to facilitate investment inflows into Uzbekistan
Develop the digital infrastructure of TIFC
Promote Uzbekistan’s broader investment ecosystem internationally to increase investment inflows into the country and the region
4. Scope of Work
The assignment will be implemented in phases:
Phase 1: Establishment of the administrative and legal framework for TIFC
Phase 2: Organizational procedures for the establishment, promotion, and development of TIFC specializations
Phase 3: Development of the institutional environment and further organizational support for TIFC growth and promotion
Phase 4: Development of the TIFC digital platform and promotion of Uzbekistan’s overall investment infrastructure
5. Consultant Requirements
5.1. Qualification Requirements
The Consultant must:
Have at least 5 years of experience in providing expert and advisory services
Demonstrate proven experience in:
International financial centres
Financial markets
Have successfully implemented at least 2 relevant projects in these areas
5.2. Project Team Requirements
The Consultant shall propose an Expert Advisory Group (EAG) comprising international experts, including experts affiliated with World Alliance of International Financial Centres and other relevant international organizations.
The team must:
Specialize in the establishment, development, and promotion of international financial centres and financial markets
Have at least 5 years of relevant professional experience
Have prior experience working with governing bodies or administrations of international financial centres (at least one project)
Have participated in at least one project related to IFCs or financial market development
Supporting documents: CVs, portfolio, publications
5.3. Project Manager Requirements
The Project Manager must:
Have experience in similar projects
Possess proven international experience
Have relevant academic or analytical publications
Demonstrate experience working with government institutions

6. Proposal Requirements
The Consultant shall submit:

Description of the approach to project implementation
Methodology for delivering the services
Description of the project team and allocation of roles
6.2. Work Plan (Test Assignment)
Detailed implementation schedule
Timeline by project phases
Expected deliverables for each phase
6.3. Supporting Documents
Portfolio of relevant projects
CVs of the Project Manager and key experts
Publications and analytical materials
7. Project Duration
In accordance with the Technical Assistance Agreement: 2026–2027.

8. Special Conditions
All deliverables must be submitted to the Client and properly documented
Services must be performed in accordance with the approved work plan and project requirements
