Presidential Decree No. PF-48 dated 30 March 2026 – On the Establishment of the Tashkent International Financial Centre
Pursuant to Presidential Decree No. PF-48 of 30 March 2026 "On the Establishment of the Tashkent International Financial Centre," the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan announces the publication of the draft Constitutional Law "On the Tashkent International Financial Centre (TIFC)" for public discussion.
The document has been prepared jointly with leading international experts and partner organizations. The draft Constitutional Law provides the legal basis for the operation of the TIFC as a territory with a special legal regime within Uzbekistan – encompassing English common law and equity principles, an independent international commercial court (first instance and appeal), and internationally recognized arbitration mechanisms through the Tashkent International Arbitration Centre (TIAC).
Key provisions of the draft law:
▸ Legal status, governance structure, and territorial boundaries of the TIFC
▸ English common law and equity principles applicable within the Centre's territory
▸ Framework for the TIFC International Commercial Court (first instance and appeal)
▸ Special conditions for registration and operation of financial institutions, including banking, insurance, Islamic and green finance, digital (crypto) assets, and fintech
▸ Tax incentives applicable within the TIFC territory until 1 January 2076
