On November 24, the President of Uzbekistan signed Decree No. UP-229 aimed at sharply strengthening measures to improve the environmental situation in Tashkent and reduce air pollution.
The document provides for large-scale steps. A rapid-response system to smog and adverse weather conditions is being introduced: temporary suspension of industrial facilities and construction sites, control over vehicle emissions, and a number of other measures.
Air monitoring is being enhanced — up to 1,000 new background monitoring stations will be installed, the “Air Monitoring Uzbekistan” network will be modernized, and new automatic stations will be purchased, including 23 complexes installed by the Zamin Foundation. A specialized laboratory for PM2.5 analysis is being established.
Construction sites are required to prevent dust emissions, carry out watering, and secure exit areas; control over the transportation of construction materials is being tightened.
Tashkent is implementing the “Yashil Corridor” program — planting 33 km of green belts and equipping 700 districts with modern irrigation and landscaping systems.
The document also provides for expanding public transport, developing cycling infrastructure, combating illegal emissions, and creating a high-level interagency commission.
The decree sets a strict, coordinated, and long-term course for improving the capital’s environmental health.
