Sh. Kh. Daliev was born in 1985, has a higher education in physics of semiconductors and dielectrics, Doctor of Physical and Mathematical Sciences (DSc), professor.
In 2012-2017 he worked as the chief specialist of the main department of personnel training and organizational and methodological support of higher educational institutions of the Ministry of Higher and Secondary Special Education, in 2017-2024. – chief specialist in the development of secondary specialized, vocational education, higher and postgraduate education and the development of science in the departments and secretariats of the Cabinet of Ministers overseeing issues of education and science.
