According to:

- in professional educational institutions, students are trained throughout the year in the form of dual education based on the orders of organizations;
- admission to dual education will be simplified based on employers' current need for middle-level personnel;
- the system of enrolling students in the form of dual education will be digitized.

Also, by the Ministry of Poverty Reduction and Employment:

- starting from the 2023/2024 academic year, a database will be formed on the available jobs in organizations and business entities and the conditions created in them;

- mutual cooperation with organizations and business entities registered in the Unified National Labor System to organize training of students in the form of dual education in professional educational institutions until August 1 of each year is set to l.

By the Ministry of Higher Education, Science and Innovation:
- free short-term professional development courses are organized every year in the form of dual education to voluntarily improve the pedagogical skills of teachers attached to organizations;

- relevant educational programs for professions and specialties where dual education is introduced will be improved, methodological materials will be developed based on the German experience;

- by the 2024/2025 academic year, together with relevant ministries, an electronic platform designed to determine the current and prospective needs of the labor market for middle-level personnel will be launched, as well as the training of middle-level personnel A system of electronic signing of contracts with interested organizations and professional educational institutions will be introduced.
