1. Who is eligible for the 30% discount?
The 30% discount is available to children of teaching staff who are studying at state higher education institutions. This benefit applies to citizens of the Republic of Uzbekistan, as well as stateless persons permanently residing in Uzbekistan.
Students must be enrolled at state higher education institutions in full-time undergraduate programmes under a basic tuition contract.
2. If I have already paid all or part of my tuition contract fee in advance, can I still receive the discount?
Yes, of course. Even if you have already paid all or part of your tuition contract fee in advance, you can still benefit from the 30% discount. Advance payment of the tuition fee does not prevent the discount from being applied.
3. Must I have a tuition contract for the current academic year before submitting an application?
Yes. Before submitting an application, a tuition contract for the current academic year must have been issued in the name of the student or applicant. In other words, an officially issued contract for the relevant academic year is required to receive the 30% discount.
4. Are students studying partly under a state grant and partly under a tuition contract also eligible for the discount?
Yes. Students whose studies are funded partly by a state grant and partly through a tuition contract are also eligible for the 30% discount.
5. Are students studying under a super-contract eligible for the discount?
Under the Regulation approved by Resolution No. 501, the 30% discount is intended for eligible students enrolled in full-time undergraduate programmes under a basic tuition contract. Therefore, this benefit does not apply to students studying under a super-contract.
6. How long does it take to review an application?
The application is reviewed within two working days by the registrar’s office of the higher education institution or the department responsible for processing tuition contracts. If the application meets the requirements of the Regulation, the relevant contract is prepared. If the application is rejected, the applicant is informed of the reasons for the rejection.
7. If my contract includes a stipend, will the 30% discount be calculated on the total contract amount?
If a student is enrolled under a tuition contract that includes a stipend, the 30% discount is calculated based on the tuition contract amount excluding the stipend. The specialised information system automatically calculates the tuition amount without the stipend, and the state covers 30% of that amount.
8. Will the contract amount change after the application is accepted?
The total amount of the tuition contract remains unchanged when the discount is applied. However, the relevant clauses of the contract are amended. Under these amendments, the student pays 70% of the contract amount, while the remaining 30% is covered by the State Budget of the Republic of Uzbekistan.
9. If my application is approved, will the funds be transferred to the university’s account immediately?
Once the application is approved, the funds are not transferred immediately to the bank account of the higher education institution. Each year, higher education institutions submit lists of the children of teaching staff to the Ministry of Education and Science by April 10. The funds are allocated by May 1 each year.
10. What is the application deadline?
Under the Regulation, higher education institutions are required to compile lists of the children of teaching staff by April 10 of each academic year.
11. How many times can an application be submitted during one academic year? Can it be resubmitted if rejected?
The discount is granted once per academic year for one child of a teaching staff member. If an application is rejected, the reasons for the rejection are provided. The application may be resubmitted after the identified shortcomings have been addressed.
12. Where can one find the list of positions related to teaching activities?
The approved list of positions related to teaching activities can be found in the resolution of the Ministry of Preschool and School Education of the Republic of Uzbekistan and the Ministry of Higher Education, Science and Innovation, registered on June 9, 2026, under No. 3849.
