Residency programmes will be introduced for the training of specialists in narrow medical fields

In particular:
✔️ the training of specialists in narrow medical fields through residency programmes will be carried out at state medical educational institutions and medical facilities on the basis of state grants;
✔️ starting from the 2026/2027 academic year, a residency programme in Family Medicine will be established, and graduates will be awarded the qualification of family physician;
📖 Starting from the 2027/2028 academic year:
➡️ the training of specialists in narrow medical fields will be fully transferred to residency programmes, admission to clinical residency will be discontinued, and the funds released through the reduction of admission parameters for master’s programmes in narrow medical specialties under the general state order will be redirected to the training of specialists through residency programmes;
➡️ students admitted to residency programmes on the basis of a state grant will receive a stipend equal to 2.15 times the minimum wage, financed from the State Budget;
➡️ graduates who complete residency education programmes will be awarded a state-standard diploma corresponding to Level 7 of the International Standard Classification of Education and the National Qualifications Framework.

❗️ The system for training medical and pharmaceutical professionals will be fundamentally improved
The Presidential Decree “On measures to fundamentally improve the system of training personnel in the fields of medicine and pharmaceuticals”, No. PF–191, dated 10 September 2026, has been adopted.
🔰 According to the Decree, starting from the 2027/2028 academic year, state admission quotas for undergraduate programmes in the field of medical education will be approved by the Ministry of Health for each educational programme. In this regard:
✅ The Research Centre for Population Health Analysis will serve as the main working body responsible for studying the current and projected demand for medical and pharmaceutical personnel;
❇️ admission indicators will be formed based on the current and projected demand for medical and pharmaceutical professionals, taking into account the needs of regions, medical organisations, and shortages of specialists in relevant fields.
📜 Starting from the 2027/2028 academic year, higher education institutions providing medical education will introduce the following:
▪️ a six-year undergraduate programme in General Medicine in the “5+1” format (one full year of practical training for final-year students) based on the undergraduate programme in Medicine;
▪️ the educational process for students currently studying at the relevant stages of the undergraduate programme in Medicine will be organised according to adapted new curricula and educational programmes;
▪️ graduates of the General Medicine undergraduate programme will receive the qualification of general practitioner and may, in accordance with established procedures, work as family physicians;
▪️ a system of full academic-year practical training will be introduced for final-year students of all undergraduate medical programmes;
▪️ for the purpose of organising practical training for students in Dentistry, dental polyclinics will be assigned to medical higher education institutions.

🔰 According to the Decree, starting from the 2027/2028 academic year:
➡️ admission to two-year educational programmes for the training of secondary-level medical personnel will be discontinued;
➡️ joint educational programmes will be introduced in cooperation with higher education institutions of developed foreign countries for the training of specialists in the undergraduate programme “Higher Nursing”;
➡️ a master’s programme will be launched to train academic and teaching personnel in the specialty of Medical Assistance.
✅ Starting from 1 January 2027, monthly allowances will be established for employees in the medical, pharmaceutical and education sectors as a percentage of the basic tariff rate or official salary, in the following amounts:
▪️ nurses and male nurses who have completed a bachelor’s degree — 1 times the minimum wage;
▪️ nurses and male nurses who have completed a master’s degree — 2 times the minimum wage;
▪️ family physicians who have completed a residency in Family Medicine, and teaching staff who have completed a master’s degree in this field — 4 times the minimum wage.

❗️ The minimum admission threshold for medical and pharmaceutical programmes is set at 60 percent
📜 According to the Decree, starting from the 2027/2028 academic year, at higher education institutions training specialists in medicine and pharmaceuticals, the minimum admission threshold for undergraduate programmes, including within the targeted admission quotas, will be set at 60 percent of the maximum score required in entrance examinations.
🔎 Starting from the 2026/2027 academic year, for undergraduate, master’s and residency programmes in medicine and pharmaceuticals, the minimum passing score for mastering the academic requirements of each educational module, as well as for state examinations, will be set at:
▪️ 70 percent of the maximum score for physician specialties;
▪️ 60 percent of the maximum score for specialties of secondary-level medical personnel.
📖 Starting from the 2027/2028 academic year, the specialty of Medical Assistance will be introduced on the basis of the professional education specialty “Nursing”, while the undergraduate programme “Higher Medical Assistance” will be introduced on the basis of the undergraduate programme “Higher Nursing.”
📑 In this regard:
➖ women who graduate from the specialty “Medical Assistance” and the undergraduate programme “Higher Medical Assistance” will be awarded the qualification of nurse, while men will be awarded the qualification of male nurse;
➖ state admission quotas for the undergraduate programme “Higher Medical Assistance” will be increased annually by at least 20 percent until the 2030/2031 academic year.
