Invitation for the Recruitment and Deployment of Foreign English Language Teachers in Vocational Education Institutions in Uzbekistan
The Agency for Vocational Education under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan invites qualified international recruitment organizations, educational institutions, training providers, and other eligible organizations to submit their commercial proposals for the recruitment, deployment, and organizational support of 9 (nine) foreign English language teachers to teach English, including English for Specific Purposes (ESP), in vocational education institutions (technical colleges) of the Republic of Uzbekistan during the 2026/2027 academic year.
1. Procurement Subject
Recruitment, deployment, and organizational support of 9 (nine) qualified foreign English language teachers for:
- teaching English as a foreign language in vocational education institutions (technical colleges);
- delivering English for Specific Purposes (ESP) classes relevant to students’ vocational fields;
- providing methodological mentoring and professional support to local English language teachers.
2. Mandatory Technical Requirements
Programme and Service Period
- Number of foreign English language teachers: 9 (nine);
- Service period: 2026/2027 academic year, from September 2026 to June 2027, for a minimum of 10 months;
- Place of service: Republic of Uzbekistan, at vocational education institutions (technical colleges) designated by the Procuring Entity;
- Weekly teaching workload per teacher: at least 18 academic hours of classroom instruction, plus at least 4 hours per week dedicated to methodological mentoring and teaching-related work with local English language teachers;
- Classes shall be conducted in accordance with the State Educational Standards, qualification requirements, and working curricula and programmes of the relevant vocational education institutions, based on schedules agreed with the Procuring Entity.
3. Technical Requirements
3.1. Qualifications of Foreign English Language Teachers
Each of the 9 foreign English language teachers shall:
- hold at least a Bachelor’s degree or equivalent higher education qualification;
- have native-level proficiency in English or at least CEFR C1 level, supported by an appropriate internationally recognized certificate or documentation confirming education in English;
- hold an internationally recognized qualification in teaching English as a foreign language, such as TESL/TESOL/TEFL qualification of at least 120 hours (the certificate shall cover at least 100 contact hours of instruction with a teacher/trainer and at least 40 hours of supervised teaching practice, with the practical component being observed and assessed by an instructor);
- have at least 3 (three) years of practical teaching experience.
3.2. Recruitment and Selection of Foreign Teachers
The Contractor shall ensure that teachers are selected through a multi-stage recruitment process based on pre-established selection criteria, including:
- review and verification of qualifications and supporting documents;
- interviews;
- demonstration/sample lessons;
- appropriate background checks to verify the reliability and suitability of candidates.
Selected teachers shall be assigned to vocational education institutions in coordination with the Procuring Entity.
In the event that a teacher terminates their assignment before the end of the service period, the Contractor shall ensure that the teacher is replaced with another teacher of equivalent or higher qualifications within 30 calendar days.
3.3. Pre-Departure Orientation
Prior to their arrival in Uzbekistan, all selected teachers shall undergo a pre-departure orientation programme of at least one week covering:
- the education system of the Republic of Uzbekistan;
- the specific characteristics of vocational education institutions;
- the cultural and social environment of Uzbekistan;
- relevant curricula and educational programmes;
- safety, safeguarding, professional conduct and ethical requirements.
The Contractor shall provide the teachers with relevant orientation and teaching materials in advance of their arrival.
3.4. International Experience of the Contractor
The Contractor shall have demonstrated experience, gained during the last 5 (five) years, in successfully recruiting and deploying foreign English language teachers or specialist educators to educational institutions in foreign countries.
Relevant experience shall be supported by appropriate documentary evidence, including contracts, memoranda of understanding, cooperation agreements, reference letters, or other equivalent documents.
3.5. Professional Development and Mentoring of Local Teachers
Each foreign teacher shall provide regular methodological mentoring to local English language teachers at their assigned vocational education institution, including:
- at least 4 hours per week of methodological mentoring;
- joint lesson planning and co-teaching;
- workshops and training sessions on modern English language teaching methodologies and assessment methods;
- organization of at least 6 methodological training sessions for local English language teachers during the academic year.
3.6. Logistics, Accommodation and Organizational Support
The Contractor shall be responsible for providing comprehensive organizational support for the foreign teachers, including:
- international travel expenses for arrival in and departure from Uzbekistan;
- medical insurance;
- monthly financial support/allowance for foreign teachers during their assignment;
- accommodation and/or other necessary arrangements as specified in the contract;
- assignment of a dedicated coordinator available 24/7 throughout the service period;
- emergency assistance and support;
- implementation of appropriate safeguarding procedures for teachers and students.
3.7. Monitoring, Assessment and Reporting
Throughout the academic year, the Contractor shall establish and implement a monitoring and assessment mechanism covering both students and local English language teachers.
The mechanism shall include:
- initial diagnostic assessment;
- interim assessment;
- final assessment;
- analysis of results according to CEFR levels;
- submission of two interim activity reports to the Procuring Entity during the academic year;
- introduction of necessary adjustments to the educational process based on monitoring and assessment results.
3.8. Final Report and Teaching and Learning Materials
At the end of the academic year, the Contractor shall submit:
- a comprehensive final report on the implementation of the programme;
- assessment instruments developed based on educational quality indicators;
- relevant teaching, learning, methodological and other intellectual outputs developed during the implementation of the programme.
The Contractor shall also provide the Procuring Entity with the necessary documentation granting the right to use, reproduce and distribute such materials free of charge within the vocational education system of the Republic of Uzbekistan.
4. Qualification Requirements for the Contractor
The participating organization shall:
- be a legally registered entity in accordance with the legislation of the country of registration;
- have the legal capacity and authority to provide educational recruitment, teacher placement and/or related support services;
- possess valid licenses, accreditations, permits, charter documents or other relevant documentation, where applicable, confirming its authority to provide such services and/or recruit and deploy foreign teaching personnel;
- have relevant international experience in the recruitment, preparation, deployment and organizational support of foreign English language teachers or specialist educators;
- maintain appropriate internal policies and procedures concerning teacher safety, legal protection, safeguarding and professional conduct when working with children and students;
- provide documentary evidence confirming compliance with the above requirements.
5. Payment Terms
Payment shall be made in accordance with the terms and conditions specified in the Contract.
6. Financial Proposal
The commercial proposal shall include:
- recruitment and selection costs;
- teacher deployment and organizational support costs;
- international transportation costs;
- accommodation and other related expenses;
- medical insurance;
- monthly financial support/allowance for foreign teachers;
- coordination and emergency support;
- monitoring, assessment and reporting;
- methodological mentoring and professional development activities;
- any other costs necessary for the full and proper implementation of the service.
The financial proposal shall be presented both as a detailed breakdown of individual cost components and as a consolidated total price for the complete service.

Interested organizations are requested to submit their commercial proposals to the following e-mail address:
The commercial proposal should include the organization’s relevant experience, proposed implementation approach, qualifications and profiles of potential teachers, technical methodology, proposed timeline, detailed cost breakdown and total price.
Organizations interested in participating in the subsequent public procurement procedure are also requested to register on the XT-Xarid Electronic Public Procurement Portal (xt-xarid.uz) in accordance with the applicable procedures and regularly monitor procurement notices published on the portal.
Commercial proposals received by e-mail will be reviewed and may be used for the preparation of the procurement documentation. Following completion of the procurement documentation, the procurement notice will be officially published on the XT-Xarid Electronic Public Procurement Portal.
After the procurement notice is published, registered organizations may participate in the procurement procedure by submitting their offers through the XT-Xarid Electronic Public Procurement Portal within the deadline and in accordance with the requirements specified in the official procurement notice.
