Subject of Procurement: Procurement of services for organizing professional development courses in the field of Welding at training centers/organizations in Germany for 12 pedagogical staff members of vocational education organizations.

Initial Procurement Value: UZS 2,284,953,928.82 (including VAT and all applicable taxes and additional charges).

Place and Conditions of Service Delivery: In accordance with the Technical Specifications (Federal Republic of Germany).

2. General and Qualification Requirements for Participants

Local and foreign (non-resident) organizations that are legally eligible to participate in public procurement procedures in accordance with the applicable legislation of the Republic of Uzbekistan may participate in the selection.

Participants shall meet the following requirements:

Have the legal capacity and authority to enter into and perform the procurement contract;

Have no overdue outstanding liabilities for the payment of taxes and mandatory fees;

Have no outstanding obligations subject to enforcement under court decisions;

Not be included in the Unified Register of Unscrupulous Contractors;

Not be subject to bankruptcy or insolvency proceedings and have adequate financial standing;

Have no conflict of interest;

Have no affiliation that would give rise to a conflict of interest or otherwise affect the impartiality of the procurement process;

Provide a guarantee letter confirming their commitment to preventing and refraining from corrupt practices;

Have relevant experience in the field specified in the Technical Specifications and qualified specialists necessary for the proper performance of the contract.

3. Preparation and Submission of Offers

1. Form of Submission of Offers: Offers shall be submitted exclusively in electronic form through the xt-xarid.uz platform, duly prepared in accordance with the procurement documentation and the requirements of the Technical Specifications.

2. Certification of Documents: Electronic offers and all accompanying documents shall be duly certified with the participant’s Electronic Digital Signature (EDS) in accordance with the established requirements. For non-resident participants, the documents shall be certified in accordance with the procedures and requirements established by the platform for non-resident participants.

3. Deadline for Submission of Offers: The deadline for submission of offers is 12:00 (Tashkent time) on 18 August 2026.
