The event brought together managers and responsible staff of the Ministry's central office, subordinate organizations, and higher education institutions.
The seminar was attended by representatives of the Accounts Chamber, the Cabinet of Ministers, the Ministry of Justice, the Ministry and its affiliated organizations, as well as members of the public.
The primary objective of the event was to review the implementation of assignments established by legislative documents during the first half of 2026 within the Ministry's central office, subordinate organizations, and higher education institutions, while identifying priority tasks to ensure the timely and high-quality execution of all assignments during the second half of the year.
During the seminar, participants received detailed explanations of the current legal and regulatory framework governing the implementation of legislative documents, including Presidential decrees and resolutions aimed at further strengthening executive discipline across state bodies and organizations.
Participants were also provided with practical recommendations on ensuring the timely and proper completion of assignments in the "Ijro.gov.uz" system, preparing well-substantiated supporting documentation, monitoring implementation, and preventing common issues encountered in practice.
Based on the first-half analysis, it was noted that some higher education institutions had shortcomings related to insufficiently substantiated supporting documents or inconsistencies between submitted information and the actual situation, resulting in deficiencies in the implementation process.
The seminar emphasized the importance of maintaining continuous direct communication with responsible officials from the Accounts Chamber, the Cabinet of Ministers, and the Ministry of Justice to ensure the timely execution of assignments approaching their deadlines and to prevent the risk of non-compliance.
Representatives of the public were also briefed on the implementation status of assignments stipulated in Presidential and Government documents during the second quarter of 2026.
A total of 635 assignments were assigned to the Ministry through the "Ijro.gov.uz" system, of which 632 (99.5%) were completed in full within the prescribed deadlines.
Within the framework of 223 Presidential documents, the Ministry was assigned 520 tasks, 517 of which were completed on time.
The remaining assignments will be completed in full following the completion of additional coordination and review procedures in accordance with established regulations.
Strong performance was also recorded in implementing Government documents, with all 115 assignments arising from 47 Government documents completed fully and within the established deadlines.
At the conclusion of the seminar, leaders of subordinate organizations and higher education institutions were assigned specific tasks to ensure the timely, comprehensive, and high-quality implementation of all assignments scheduled for the second half of 2026, strengthen daily monitoring of executive discipline, regularly inform management, and enhance coordination among responsible structural units.
The Ministry's Executive Discipline and Control Department was instructed to continue analyzing the performance of subordinate organizations, submit proposals for recognizing higher education institutions demonstrating exemplary executive discipline, and consistently implement practical measures to further improve the effectiveness of work within the "Ijro.gov.uz" system.
The seminar also reaffirmed the guiding principle for improving organizational effectiveness and personal accountability: "Work is carried out collectively, but responsibility remains personal."
