Uzbek Delegation Studies Bavaria’s Dual Education System Experience

As part of the visit, members of the delegation met with Volker Leinweber, Head of the Department for National Economy and Foreign Economic Relations and Chief Executive Officer of the Bavarian Business Association. During the meeting, the delegation explored Germany’s dual education system, which is widely regarded as one of the world’s most effective practice-oriented education models. Particular attention was given to its legal framework, governance mechanisms, and quality assurance procedures.
The discussions focused on providing students with both theoretical knowledge at educational institutions and practical skills at industrial enterprises, the role of qualification assessment and certification systems, mechanisms for cooperation with companies, and the adaptation of this model to the conditions of Uzbekistan.
The parties also exchanged views on the training and certification of educational personnel, aligning educational programs with labor market demands, and ensuring graduate employment based on Bavaria’s experience.
“Dual education is one of the most effective tools for preparing young people in line with the demands of the modern labor market, enhancing their professional skills, and ensuring their employability. We will work on the gradual introduction of the best practices studied in Bavaria into our country's education system,” said Ilkhom Siradjev.
At the conclusion of the meeting, the parties reached preliminary agreements on strengthening cooperation between educational institutions and industrial enterprises, launching experience-exchange programs, and preparing for the future signing of a memorandum of cooperation.
