Issues of Developing a Startup Ecosystem in Universities Discussed

The meeting discussed the formation of a comprehensive system for supporting startup projects in higher education institutions within the framework of executing the Resolution of the President of the Republic of Uzbekistan dated February 11, 2026, "On Measures to Introduce a Comprehensive Ecosystem for Supporting Startups." The implementation of the "Universities – Startup Generators" program and the execution of tasks set in this direction were also discussed.
During the discussions, it was particularly emphasized that higher education institutions should be transformed not only into a source of innovative ideas but also into centers that attract real investments and form industrial orders, noting the necessity of studying the experience of leading foreign countries in this regard.
At the same time, existing problems in the system were comprehensively reviewed, particularly the lack of qualified mentors and trackers, the informational isolation of students in remote areas, and the difficulties in financing startup ideas.
At the end of the meeting, a number of practical proposals were put forward. These included launching training programs for mentors and trackers in collaboration with the "Inno" technopark, developing a one-year "Roadmap" for the development of a startup ecosystem in higher education institutions, establishing startup centers, and creating a special fund to finance student ideas at the initial stage.
Furthermore, to ensure effective information exchange among startup entities, an agreement was reached to launch the unified electronic platform "Startupbase."
