Development of professional skills in education and science: standards and modern approaches

During the meeting, the issue of modernizing the National Classifier of Occupations was discussed and necessary measures were defined. Experts noted the need to revise professions and positions in the fields of education and science based on today's rapid labor market requirements. Special attention was paid to the consistent integration into the system of new competencies and modern professions emerging in the context of the digital economy.
During the discussions, the issue of developing a qualification handbook for staff positions for faculty and other relevant positions was also considered.
Recent analyses show that there is no unified approach to the titles and functions of positions in state and non-state universities, as well as a duplication of functional duties and a lack of clear delimitation of duties, as well as discrepancies in defining qualification requirements.
To fill these gaps, it was decided to prepare a draft of a unified document systematically defining specific functional duties, necessary knowledge, skills, and competencies for each position.
The working group members agreed to improve personnel policy in the field, eliminate ambiguities in job descriptions, and implement unified professional standards.
Following the meeting, important decisions were made to organize work based on a specific schedule, widely involve industry experts and employers in the process, and prepare a draft of a corresponding regulatory legal act.
