UzLiDeP faction discusses development of the higher education system

Minister of Higher Education, Science and Innovation Kongratbay Sharipov delivered a report on the matter. In his speech, he elaborated on the essence of the proposals presented to the head of state, their practical significance, and the key directions aimed at fundamentally transforming the system.
It was noted that in recent years significant efforts have been made to expand access to higher education, improve the quality of education and scientific capacity, and strengthen international cooperation. At the same time, the importance of integrating science with the economy and enhancing the linkage between education and research was emphasized.
During the meeting, new measures aimed at improving the higher education, science, and innovation system were discussed. In particular, within the framework of the “U10” program, it is planned to grant national research university status to 10 higher education institutions and establish scientific clusters within them.
Additionally, a results-based financing system will be introduced, and starting from 2027, universities will be incentivized based on a national ranking. Institutions will be evaluated based on criteria such as education quality, research performance, international cooperation, and graduate employment.
The system for financing scientific research will also be improved, with funds directed toward priority areas and projects selected with the participation of international experts. Furthermore, it is planned to enhance the commercialization of scientific developments and establish “spin-off” companies.
Moreover, in order to transform Uzbekistan into an educational hub, efforts to attract international students will be expanded, and the “New Uzbekistan Scholarship” program will be implemented.
At the conclusion of the meeting, it was emphasized that these proposals will elevate the higher education and science system to a new stage of development.
