B. Kholikov graduated from Uzbekistan State University of World Languages in 2011, majoring in linguistics (English language). Doctor of philosophy (PhD) in philological sciences, associate professor.
During his career, he was a senior researcher at the Uzbekistan State University of World Languages, a teacher at the National University of Uzbekistan, head of the international relations department of the Tashkent State University of Uzbek Language and Literature, secretary of the University Council, deputy dean, worked as the head of the department, vice-rector.
Before the appointment, he was working in the State Language Development Department of the Prime Minister's Secretariat of the Cabinet of Ministers.
