INVITATION FOR EXPRESSION OF INTEREST (ReOI)

“Procurement of Information Systems for Vocational Education Institutions”

1. To the Republic of Uzbekistan, loan in the amount of USD 51,140,000.00 has been provided by the Export-Import Bank of Korea, financed through the Economic Development Cooperation Fund (EDCF) of the Republic of Korea, for the implementation of the project “Modernization of the Material and Technical Base of Vocational Education Institutions”. A portion of the loan proceeds will be used to finance payments under the contract for the Procurement of ICT Systems for Vocational Education Institutions (UZB-020/02-2-2-2026).
2. The Project Executing Agency (PEA) hereby invites qualified companies or consortia to express their interest in providing the services and goods described in this document. Interested firms shall submit a Letter of Expression of Interest along with brief information demonstrating their qualifications to perform the required services and supply the goods. Failure to submit an Expression of Interest within the specified deadline may result in exclusion from the list of potential participants.

The scope of the project includes:

(a) Supply and installation of IT equipment for IT classrooms in 330 vocational schools;
(b) Establishment of a Digital Laboratory (IPI) including training classrooms for teachers, augmented and virtual reality demonstration halls, digital studios, a server room, and supporting equipment;
(c) Establishment of digital studios in 13 regional schools;
(d) Development of an online learning platform and mobile application; and
(e) Provision of training for handover, system operation, and maintenance services.

1. The procurement will be conducted through Competitive Bidding (CB) procedures in accordance with the EDCF Procurement Guidelines. This invitation is open to all eligible bidders.
2. The complete Request for Proposal (RFP) documents will be provided electronically after approval by the Export-Import Bank of Korea.
3. Expressions of Interest must be delivered to the e-mail address tvetedcf@edu.uz below no later than 3:00PM (Tashkent time), April 15, 2026.
