This document outlines strict requirements aimed at guaranteeing the highest level of safety for our citizens, personnel, and the environment in the peaceful use of nuclear energy.
Key highlights of the approved regulations:
🚨 1. Emergency Preparedness and Public Protection Actions to protect personnel and the public in any emergency must be carried out based on a strict plan. Establishing the level of emergency preparedness and notification procedures is the direct and mandatory responsibility of the NPP operating organization.
🛡️ 2. Safety Systems Must Be Ready Before Fuel Arrival! According to the rules, protected accident management centers must be fully established before nuclear fuel is brought to the NPP site. These centers must:

Be maintained in constant readiness and operational condition;

Be fully equipped with necessary tools, instruments, and uninterrupted communication systems.
⚠️ 3. Beyond-Design-Basis Accident Management (Emergency Response Algorithm) In the event of a beyond-design-basis (highly complex) accident at the NPP, the operating organization must immediately ensure the following 4 key steps to regain control:

Restoring Control: Immediately returning the NPP unit to a manageable and controlled state;

Terminating the Reaction: Safely stopping the nuclear fission chain reaction;

Cooling System: Ensuring stable and continuous cooling of the nuclear fuel;

Containment: Preventing the release of radioactive substances into the environment and strictly keeping them within designated boundaries.
The regulations also set modern requirements for protecting reactor containment structures and mitigating the consequences of accidents.
