A NEW DRAFT LAW ON INDUSTRIAL SAFETY HAS BEEN DEVELOPED

As is known, the Law “On Industrial Safety of Hazardous Production Facilities” was adopted on September 28, 2006. Today, updating this legislation in line with modern requirements has become a priority. In this regard, a new draft law has been developed in accordance with the Presidential Decree of the Republic of Uzbekistan dated December 24, 2024 (No. PF-224).
In recent years, significant changes have occurred in the field of industrial safety. The development of new industrial sectors, the implementation of high-risk technologies, and the analysis of accidents and incidents highlight the need for comprehensive improvement and modernization of legislation in this area.
Key Provisions of the Draft Law
The new draft law introduces several important innovations:
🔹 Comprehensive revision of the existing law
The law adopted in 2006 is to be fully revised and re-adopted in a new version that meets current requirements.
🔹 Audit of industrial safety management systems
The draft law proposes the introduction of an audit mechanism for industrial safety management systems at hazardous production facilities. This audit will:

assess compliance with established safety requirements;

analyze the effectiveness of measures aimed at preventing accidents and incidents;

develop effective mechanisms to eliminate identified deficiencies.
🔹 Strengthening public oversight
The draft law also предусматривает strengthening public oversight over compliance with industrial safety regulations at hazardous and potentially hazardous facilities. This will enhance transparency and broaden public participation.

The adoption of this draft law is expected to:
