🆕 NEW DRAFT LAW
📌 In accordance with Presidential Decree No. PF–224 of the Republic of Uzbekistan dated December 24, 2024, a new draft law has been developed aimed at fundamentally improving the industrial safety sector.
❗️ What does the new law provide?
📉 Current Law (2006):
Due to the growing number of modern enterprises with complex technologies and the aging of existing technologies, the current law is not sufficiently effective in preventing accidents and incidents.
📊 Statistics for 2021–2025:
🔍 9,500 inspections conducted
⚠️ 72,000 violations identified
💸 7,800 fines totaling 6.1 billion UZS
💥 27 accidents — damages exceeding 51 billion UZS
🚑 317 occupational incidents
⚰️ 81 fatalities, 187 seriously injured
🔥 Major accidents include:
🧪 Chirchiq (“Maxam-Chirchiq”) — 13 billion UZS
🏭 Sergeli (“Interlogistics”) — 14.5 billion UZS
⛽️ Fergana propane station — 9.2 billion UZS
🔧 Uztransgaz (Bukhara) — 2.3 billion UZS
🧫 Navoiyazot — 3.5 billion UZS
⛽️ Kashkadarya and Surkhandarya — major losses and casualties
🆕 WHAT WILL THE NEW LAW CHANGE?
✅ Introduction of public oversight
✅ Introduction of industrial safety audits
✅ Mandatory declaration of Type II facilities to improve safety levels
✅ Personalized safety requirements (separate obligations for managers, facility operators, and workers)
✅ Financial sanctions for violations
✅ Strengthening mandatory insurance by employers to ensure social protection of citizens
✅ Inclusion of potentially hazardous facilities within the law’s scope
