1. The Ministry of Preschool and School Education of the Republic of Uzbekistan – MOPSE (hereinafter, “the Client”) has received financing from the Asian Development Bank (hereinafter, “ADB”) in the form of a loan toward the cost of the Science, Technology, Engineering, and Mathematics in Secondary Education Project (hereinafter, “the Project”). The Client now intends to apply a portion of the proceeds of this loan to eligible payments for consulting services.

The Project aims to equip secondary education students with enhanced STEM skills to succeed in an evolving, diverse labor market.

The consulting services (hereinafter, the “Services”) include providing comprehensive project implementation and education management support to the Client throughout the Project implementation period. The Services include project planning, coordination, procurement, monitoring, reporting, and institutional capacity development; support for implementation and monitoring of works, goods, and consulting services contracts; support for STEM education reforms, teacher training, assessment systems, education technology, and school-level interventions; monitoring compliance with the Loan Agreement, Project Administration Manual (PAM), and applicable ADB requirements; coordination among stakeholders; organization of international study visits and capacity-building activities; and support to the Client in achieving the Project’s outputs, outcomes, and targets as defined in the Design and Monitoring Framework (DMF).

A firm will be selected under the Quality- and Cost-Based Selection (QCBS) method using a Full Technical Proposal (FTP), in accordance with the ADB Procurement Policy (2017) and Procurement Directive for ADB Borrowers (2026, as amended from time to time), which can be found at the following links: https://www.adb.org/documents/adb-procurement-policy; https://www.adb.org/documents/procurement-directive-adb-borrowers.

The Client now invites eligible Consulting Firms (hereinafter called “Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The EOI evaluation criteria are:

Management Competence

• Demonstrated experience and capacity in project implementation, education management, institutional strengthening, capacity development, and implementation support for works and goods packages under the education sector, social sector, or public sector development projects.

Technical Competence

1. At least ten (10) years of general consulting experience in the education sector, social sector, or public sector development projects.
2. At least two (2) completed consulting assignments during the period 2015–2025 involving project implementation or project management support in the education sector, social sector, or public sector development projects.
3. At least one (1) of the completed assignments submitted under item 2 shall include education management, teacher training, teacher professional development, curriculum development or support, education technology, STEM education, school management, institutional strengthening, or capacity development activities.
4. At least one (1) of the completed assignments submitted under item 2 shall include implementation support, coordination, supervision, monitoring, or management of civil works, goods, laboratory facilities, or laboratory equipment, educational facilities, infrastructure, installation, commissioning, procurement support, or multi-site implementation activities.
5. At least one (1) of the completed assignments submitted under item 2 shall have been financed by an international financial institution or international development partner.
