The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building Project and intends to apply part of the proceeds for the following consulting services.
The consulting services ("the Services") include strengthening data governance, data quality, reporting integrity and business processes of the Ministry of Preschool and School Education (MoPSE) to support evidence-based decision-making, planning, budgeting, reporting and EMIS/ERP-related institutional improvements. The Services will be performed over eight (8) months on the basis of a lump-sum contract. The expected start of the Services is June 2026.

The Ministry of Preschool and School Education of the Republic of Uzbekistan now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, dated September 2023 ("the Regulations"), setting forth the World Bank's policy on conflict of interest.
The best qualified firm to carry out the Services will be selected in accordance with the Consultant's Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:
- at least five years of relevant corporate experience in data governance, data quality assurance, metadata management, reporting integrity, business process re-engineering, public-sector digital transformation or comparable assignments;
- successful completion of at least two similar assignments during the last five years related to data governance, EMIS/ERP, public-sector reporting systems, education-sector information systems, business process re-engineering, SOP development or comparable institutional data/process work;
- at least one assignment during the last five years implemented for a government, public-sector institution, education-sector body, donor-financed project or international development partner;
- demonstrated experience in preparing at least three of the following types of outputs: data dictionary, metadata registry, indicator/source mapping, DQA rules, report-object library, SOP package, as-is/to-be process maps, approval matrix, operating model or data handover package;
- experience working with government counterparts, data owners, regional structures and multi-stakeholder coordination mechanisms;
- availability of a professional team covering data governance, metadata/reporting, data quality/statistics, business process re-engineering, SOP development, business analysis and assignment management; and
- capacity to mobilize promptly and complete the assignment within the required timeframe.
Experience with EMIS, OpenEMIS-style systems, education-sector reporting, SDG 4 / UIS / ISCED concepts, public-sector data protection or Uzbekistan/Central Asia context shall be considered an advantage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
