Ministry of Water Resources of the Republic of Uzbekistan

On 30 June 2026, the Ministry of Water Resources of the Republic of Uzbekistan and Leman SWMS Investment signed the Modernization Agreement (EPC / Agreement on Modernization) within the framework of the investment project “Modernization of 19 large pumping stations, construction of solar power plants and energy storage systems to supply electricity for the own needs of pumping stations within the system of the Ministry of Water Resources”.

The signed agreement provides for the modernization of 19 large pumping stations of the Ministry’s system and is aimed at improving their energy efficiency, operational reliability and sustainability.

The Modernization Agreement follows the signing of the Power Purchase Agreement (PPA), which took place on 17 June 2026 on the sidelines of the 5th Anniversary Tashkent International Investment Forum. Together, the PPA and the Modernization Agreement form the key contractual basis for the implementation of the project.

The project also provides for the construction of solar photovoltaic power plants distributed across 9 sites with a total installed capacity of up to 800 MW and battery energy storage systems with a capacity of up to 400 MWh.

The project is implemented within the framework of the Concept for the Development of the Water Sector of the Republic of Uzbekistan for 2020–2030, approved by Decree of the President of the Republic of Uzbekistan No. DP-6024 dated 10 July 2020.

The total investment volume of the project is estimated at approximately USD 940 million. The project is planned to be implemented in 2027–2030 with the participation of local and international partners, including UET Group, in particular JSC “UZBEKENERGOTAMIR”, as the local partner of the Leman SWMS Investment consortium.

The Ministry of Water Resources notes that the signing of the Modernization Agreement is an important step toward the practical implementation of the project and will contribute to the modernization of pumping infrastructure, reducing the burden on the state budget and introducing energy-efficient technologies in the water sector of Uzbekistan.
