RUSSIAN FEDERATION: PROPOSAL TO REDUCE THE SHARE OF FOREIGN WORKERS IN 10 REGIONS

Russia’s Ministry of Labour has proposed reducing the permitted share of foreign workers in certain sectors across 10 regions.
What is the reason?
The proposals were developed taking into account regional demand for labour, the labour market and the migration situation. The aim is to regulate the recruitment of foreign workers in line with the needs of individual regions.
In particular, in Tatarstan, a zero quota for foreign workers is proposed in taxi services, security and certain other sectors; in the Kaluga Region, in courier services and certain rental services; and in Mordovia, in taxi services and passenger and freight transportation the share is proposed to be reduced to 0 percent.
What does this mean?
If the draft is adopted, the established restriction will apply separately to each employer — an organisation will not be able to hire foreign workers beyond the established maximum share.
