Overview

In accordance with Presidential Decree No. PF-162 of October 17, 2024, “On Priority Measures to Reform the Migration Management System,” the activities of the Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter — the Agency) are regulated.
The Agency is an authorized republican executive body implementing state policy in the field of external labor migration, coordinating the activities of state authorities in this area, and providing public services in this sphere.
The Agency operates based on international legal norms and regulations governing the labor migration processes of citizens of the Republic of Uzbekistan and their organized employment abroad, taking into account the national interests of the Republic of Uzbekistan.
The founder of the Agency is the Cabinet of Ministers of the Republic of Uzbekistan.
The Agency establishes representative offices abroad and territorial departments within the republic without separate legal entity status in accordance with established procedures.
Main Tasks of the Agency:

comprehensive regulation of external labor migration processes, supervision of organized deployment of citizens for temporary employment abroad, and maintaining records of citizens working abroad;

licensing private employment agencies engaged in overseas job placement and monitoring compliance with licensing requirements;
-
development and implementation of international migration projects and cooperation with competent foreign authorities to ensure employment and labor rights protection of citizens abroad;
-
organization of vocational training and foreign language education in accordance with foreign employers’ requirements, and introduction of internationally recognized qualification assessment and certification systems;
-
legal and social protection of citizens whose rights were violated abroad, and assistance in their return;
-
cooperation with diplomatic missions and expansion of ties with diasporas and compatriots abroad.
Functions of the Agency:
The Agency:

studies foreign labor markets, identifies employers, concludes agreements for organized recruitment, and ensures their implementation;

conducts negotiations with international and foreign authorities and drafts international and interagency agreements;
-
coordinates implementation of obligations arising from international labor cooperation agreements;
-
informs citizens about legislation, traditions, and behavioral norms of destination countries;
-
selects, prepares, and deploys citizens abroad;
-
participates in maintaining a unified database of citizens working abroad and keeps a register of foreign employers;
-
organizes professional training, retraining, advanced training, foreign language instruction, and occupational safety training;
-
organizes comprehensive medical examinations with authorized medical institutions;
-
participates in ensuring safety during citizens’ departure;
-
issues, extends, and terminates permits for foreign citizens to work temporarily in Uzbekistan;
-
establishes and manages pre-departure adaptation and training centers, including through public-private partnerships;
-
issues licenses to private employment agencies and supervises compliance;
-
investigates illegal overseas employment activities;
-
monitors citizens’ labor activities abroad through diplomatic missions;
-
ensures legal and social protection, including financial support;
-
provides methodological support to territorial departments;
-
exercises other powers in accordance with legislation.
