Law of the Republic of Uzbekistan “On the Administration of the President of the Republic of Uzbekistan”

The Law “On the Administration of the President of the Republic of Uzbekistan” was adopted by the Legislative Chamber on 6 August 2026 and approved by the Senate on 7 August.
This Law was developed in accordance with the constitutional amendments that entered into force on 25 July 2026 and establishes at the legislative level the legal status of the Presidential Administration, which is considered one of the most important bodies of public administration in the country.
It should be noted that, in accordance with the Constitution in its new edition, an effective system of state power and administration has been established in our country based on national and universal human values, as well as the historical experience of the development of our statehood.
Accordingly, the system of state power of the Republic of Uzbekistan is based on the principle of separation of powers into legislative, executive and judicial branches. The Constitution sets out in separate chapters the organisation of state power, in particular, the foundations of the Oliy Majlis of the Republic of Uzbekistan, the President of the Republic of Uzbekistan, the Cabinet of Ministers, and local state authorities.
Chapter XIX of the Constitution is dedicated to the President of the Republic of Uzbekistan. It establishes the President’s role as Head of State in ensuring the coordinated functioning and cooperation of state authorities, as well as his important powers in ensuring the governance and development of the country.
The powers of the President established by the Constitution are comprehensive, and the organisational, legal and analytical support for their effective implementation is entrusted to the Presidential Administration.
In particular, in accordance with Article 109 of the Basic Law, the President of the Republic of Uzbekistan forms the Administration of the President of the Republic of Uzbekistan in order to provide organisational, legal and analytical support for the exercise of his powers and appoints its Head. It is provided that the legal status, main tasks, procedure for organising activities and powers of the Presidential Administration shall be determined by law.
This Law was developed based on the requirements of the Constitution of the Republic of Uzbekistan and is aimed at establishing, at the level of a constitutional law, the place of the Presidential Administration in the state governance system, its legal status and the main areas of its activities.
The Law provides that the Administration is formed by the President of the Republic of Uzbekistan and that the Administration is headed by a Head appointed and dismissed by the President.
The status of the Administration, the basic principles of its activities, its organisational structure and the procedure for organising its activities, its interaction with state authorities and organisations, as well as guarantees for the activities of officials, managerial and service employees of the Administration are clearly defined.
In addition, the Law sets out the interaction of the Administration with compliance and internal anti-corruption control structures of state bodies and organisations.
The adoption of this Law will contribute to improving the legal mechanisms for organisational, legal and analytical support of the President’s activities, strengthening cooperation between state bodies, and increasing the efficiency of governance processes.
