Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan

This project, highly appreciated by the Director of the Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan, was included in the official visit program of Czech Prime Minister Andrej Babiš. The training of highly qualified truck drivers based on the Japanese education system has attracted international attention.

To address the shortage of labor resources in Japan’s transportation sector, the company signed an international cooperation agreement in September 2025 with the Migration Agency under the Cabinet of Ministers of the Republic of Uzbekistan on the training of Specified Skilled Workers.

Within the framework of this cooperation, candidates are jointly assessed with the Migration Agency based on such criteria as discipline, attitude toward work, and interest in Japanese culture. Selected candidates receive training in Uzbekistan and, after meeting the established requirements, are dispatched to Japan as “job-ready specialists.”

In February 2026, with the extensive support of the Migration Agency, the “UZBEKISTAN PROUD ACADEMY (UPA)” training center was established in Angren, Tashkent Region.

The center provides modern facilities enabling trainees to thoroughly master the Japanese language, Japanese-style safe driving techniques, service culture, traffic regulations, and emergency response skills. In addition, with the support of the Migration Agency, dormitory accommodation is provided to trainees and their families in order to minimize their financial burden.

Currently, UPA, in cooperation with the Migration Agency, is implementing the “Specialized Workforce Training Project for the Road Transport Sector,” aimed at preparing safe and highly qualified truck drivers (Specified Skilled Worker – Category 1) from Uzbekistan for employment in Japan.

The company is responsible for managing the training center, providing Japanese language education, and teaching Japanese work culture. In the future, practical training in road safety and professional driving will be conducted jointly with Izumi Logistics Co., Ltd. of Japan.

The quality of education at UPA was highly evaluated by the Director of the Migration Agency, and as a result, the presentation of this initiative was included in the official visit program of Czech Prime Minister Andrej Babiš to Uzbekistan.

On 30 April 2026, Kobayashi Sayunaga, the local head of UPA, conducted a model lesson at a language and vocational school in Tashkent.
