Qatar's Ministry of Labour has announced amendments to the Labour Law of 2004. These reforms, introduced under Law No. 9 of 2026, are designed to modernise the labour market and further strengthen the protection of workers' rights.
🔹 Stronger oversight of recruitment agencies – helping to prevent illegal recruitment fees and fraudulent practices.
🔹 Part-time work, remote work, and self-employment are now legally regulated, creating new opportunities, particularly for young professionals in the IT and creative industries.
🔹 The labour dispute resolution process has been simplified, enabling faster consideration of issues such as unpaid wages and unfair dismissal.
🔹 Non-compete provisions have been clarified, allowing employees to legally move to higher-paying jobs after their employment contracts expire.
🔹 Joint labour committees will be established at enterprises employing more than 100 workers, strengthening employee representation and improving communication between employers and employees.
🔹 Workers' legal protections and guarantees have been expanded, including stronger provisions on health insurance, labour rights, and employer responsibilities.
🔹 A professional qualification and certification system is being introduced, with enhanced qualification requirements in engineering, healthcare, information technology, services, and technical professions.
