According to this, an electronic mechanism for approving situational maps of projects submitted for ecological expertise has been introduced by the relevant order of the Minister of Ecology.
Approval of situational maps submitted for ecological expertise based on reliable and accurate data is provided by responsible employees of the regional departments of the Ministry of Ecology.
Once the customer has submitted the project documentation electronically through the State Center for Environmental Expertise program at eco-service.uz, an application is automatically generated and sent to profile of the head of the district (city) inspection department and responsible inspectors.
The head of the district (city) department of ecological inspection and inspectors, having gained access to the program eco-service.uz using DS, situational maps are considered with departure to the object, where they check whether the specified geographical coordinates of the object, recreation areas, residential areas, and water and gas pipelines correspond to the declared situational map.
If all the information is correct, the situation map is confirmed, and the system sends this report to the State Centre for Environmental Expertise. The situation card will be rejected if defects are found during the inspection.
The inspectors review and approve the situation maps in the following terms:
— situational maps of objects in the I category of environmental impact in 10 working days;
— situational maps of objects in the II category of environmental impact in 7 working days;
— maps of the position of objects belonging to the III category of environmental impact for 5 working days;
— maps of the position of objects belonging to the IV category of environmental impact for 3 working days.
After coordinating the situation maps with the head of the district (city) inspection department and responsible ecological control inspectors, the customer's application is sent to the responsible employee of the Centre for State Environmental Expertise, where further environmental expertise is carried out.
For information: previously, this process was laborious for business entities since all project documents were prepared on paper and submitted to the relevant authorities personally. This situation created several problems, including a lack of responsiveness, difficulties in tracking documents, and excessive use of resources. The implemented electronic document submission system greatly simplifies the process, saves time, and reduces troubles.
