The President of Uzbekistan has issued Decree No. PQ-358, dated October 14, 2024, approving the strategy for the development of artificial intelligence (AI) technologies until 2030. This resolution aims to create favorable conditions for the widespread introduction of AI in the social and economic sectors, aligning with the objectives set in the "Digital Uzbekistan - 2030" Strategy. The primary goal is to ensure Uzbekistan's inclusion among the world’s leading countries actively using AI.
This initiative seeks to stimulate the development of AI technologies, enhance the quality of life for citizens, prioritize human interests, and promote the adoption of cutting-edge technologies.
Key Objectives of the Strategy
– The strategy sets out specific targets to be achieved by 2030, including:
– Increasing the volume of software products and services based on AI to 1.5 billion USD.
– Raising the share of AI-powered services on the unified interactive state services portal by 10%.
– Expanding the number of scientific laboratories specializing in AI to 10 and launching high-capacity computing servers.
– Ensuring Uzbekistan ranks among the top 50 countries globally in the Government AI Readiness Index.
Priority Areas for AI Development
The strategy outlines several priority tasks to support AI development:
–Establishing a regulatory framework and improving standards in AI, as well as promoting international cooperation.
–Developing technical infrastructure for data processing and AI-based projects, with a focus on priority initiatives in the social and economic sectors.
–Enhancing public knowledge and skills in the use of AI and building human resource capacity in this area.
–Additionally, the Action Plan for 2024-2026 for implementing the strategy and a list of relevant "Big data" projects have been approved.

The resolution identifies strategic priorities for AI implementation across several sectors:
– Banking and Finance: Detecting fraud, assessing solvency, and forecasting market trends.
– Taxation and Customs: Reducing the shadow economy, predicting suspicious customs activities, and managing risks.
– Healthcare: Diagnosing diseases, determining treatment methods, analyzing medical images, and managing patient data.
– Agriculture: Forecasting productivity and managing agricultural resources.
– Energy: Managing energy resources, optimizing production and distribution, and forecasting demand for renewable energy sources.
