IT Park Uzbekistan: Core Activities and Key Indicators

1. General Overview and Priority Areas "DASTURIY MAHSULOTLAR VA AXBOROT TEXNOLOGIYALARI TEXNOLOGIK PARKI DIREKSIYASI" LIMITED LIABILITY COMPANY (IT Park Uzbekistan) was established in 2019 by the initiative of the President of the Republic of Uzbekistan. The primary mission of IT Park is to create a favorable legal, economic, and infrastructural environment for the development of the information technology sector, support export-oriented companies, attract foreign investors, bring startups to international markets, and train highly qualified specialists.

IT Park’s activities encompass four priority areas:

1. Developing IT Exports and Outsourcing — supporting local companies in entering foreign markets and attracting foreign IT, BPO, and KPO companies to Uzbekistan;

2. Supporting the Startup Ecosystem — developing promising projects through incubation and acceleration programs, enhancing their investment readiness, and expanding access to venture capital;

3. Promoting IT Education — creating opportunities for youth and the wider population to learn modern digital professions and building a talent pool of in-demand specialists;

4. Developing Regional Infrastructure — expanding 14 IT Park branches, training centers, incubation spaces, and technological infrastructure across all regions.

2. Resident Ecosystem and Economic Efficiency The rapid growth of the IT Park ecosystem is reflected in the increasing number of resident companies and their economic performance:

• Resident Companies: Starting from a baseline of 147 companies in 2017, the number of IT Park residents has now exceeded 4,200 companies (a 28x growth). Resident companies currently employ over 60,000 professionals.

• Foreign-Invested Companies: The number of companies with foreign capital rose from 4 in 2017 to over 1,200 companies, marking a 300x increase.

• Revenue Dynamics: Total revenue of resident companies increased from $22 million in 2017 to $2.8 billion by 2025, a 127x growth.

3. IT Exports and International Representative Offices Uzbekistan’s ICT exports and international geography are expanding steadily, with the number of exporting companies exceeding 1,200.

• Export Geography: IT services and products are exported to North America (54%), APAC & CIS (22%), the EU and UK (16%), and the MENA region (8%).

• Export Portfolio: The portfolio consists of IT Services (45%), BPO and KPO services (35%), Creative Industry and GameDev (12%), and SaaS (8%).

• International Representative Offices: To work directly with foreign investors, international clients, and to attract foreign tech businesses to Uzbekistan, IT Park operates 6 international representative offices located in Los Angeles, Berlin, Seoul, Riyadh, Tokyo, and Shanghai.

4. Startup Ecosystem and Venture Investments The startup and venture capital market has become one of the fastest-growing segments of Uzbekistan’s digital economy:

• Global Rankings: StartupBlink ranked Uzbekistan as the Top 1 Ecosystem in the World by Growth Rate and named it "Country of the Year-2026."

• Ecosystem Valuation: According to 2026 international reports (Dealroom), the total valuation of Uzbekistan’s startup ecosystem has reached $4.3 billion. The ecosystem supports over 1,600 startups and is home to 2 tech unicorns valued at over $1 billion each: "Uzum" and "TBC Bank Uzbekistan."

• Global Deals: The rapid development has led to major global investment deals, including significant funding for Datatruck (95million),TassVision(12 million), and Domino (€1.3 million).

5.
