ICT WEEK: Development of Enterprise Uzbekistan as a new technology jurisdiction discussed

The discussions focused on ensuring legal clarity for international businesses, developing institutional infrastructure, protecting investments, and creating the conditions necessary to attract global technology companies to Uzbekistan.
The summit’s program included remarks by representatives of Enterprise Uzbekistan, expert sessions featuring EY and BDO, a fireside chat with representatives of IT Park Uzbekistan and Enterprise Uzbekistan, and a panel discussion titled “Rethinking Jurisdictions in the Global Technology Economy.”
The sessions addressed the factors international technology companies consider when choosing a jurisdiction, the importance of the legal environment, institutional mechanisms, and infrastructure, as well as the conditions companies need to operate and expand in global markets.
Particular attention was given to the Enterprise Uzbekistan model and its potential as a special legal environment for technology businesses. In 2026, Uzbekistan adopted a Constitutional Law establishing a special legal regime for the International Center for Digital Technologies, effective through 2100. The regime covers corporate and commercial relations, investment activity, labor relations, data and intellectual property protection, the development of artificial intelligence, and other areas.
The legal model incorporates elements of the common law of England and Wales, along with established international practices. During the summit, participants discussed the opportunities this technology jurisdiction could offer global technology companies, startups, and investors interested in doing business, investing, and developing projects in Uzbekistan.
The international experience of leading technology jurisdictions was also reviewed, with participants exchanging views on the mechanisms global companies consider when selecting a location for business, investment, and technology projects.
Enterprise Uzbekistan is designed for software developers, SaaS companies, FinTech, GameDev, EdTech, and artificial intelligence companies, as well as international headquarters and major technology corporations.
The Enterprise Uzbekistan Summit was held as part of the business program on the second day of ICT WEEK Uzbekistan 2026. Taking place in Tashkent from September 22 to 25, ICT WEEK brings together international and local technology companies, investors, startups, and industry representatives.
