Strategic Planning and State Oversight in the Digital Technologies Sector to Be Enhanced Under Presidential Decree

The Decree outlines a number of priority tasks focused on accelerating the development of artificial intelligence technologies, advancing the digital economy, improving the quality of digital public services, and reinforcing governance and oversight mechanisms across the sector.
In accordance with the Decree, the "Digital Uzbekistan – 2030" Strategy and the Artificial Intelligence Development Strategy until 2030 will be updated in line with modern requirements, ensuring their alignment and interoperability.
The updated priorities include:
Aligning the targets for digital technologies and artificial intelligence with the objectives of the "Uzbekistan – 2030" Strategy;
Increasing the number of participants trained under the "Five Million Artificial Intelligence Leaders" initiative to 5 million by 2030;
Improving the radio frequency spectrum management system;
Advancing the digital economy by increasing the level of digitalization across economic sectors and enhancing network efficiency;
Strengthening state supervision in the fields of information and mass communications, telecommunications, digital technologies, and publishing.
The Decree also sets the objective of improving Uzbekistan's performance in the United Nations E-Government Survey and placing the country among the top 30 nations worldwide in the E-Government Development Index by 2030.
The updated strategy will create the necessary conditions to expand fiber-optic infrastructure and achieve 99 percent broadband Internet coverage, while also introducing satellite communication technologies in remote and underserved areas.
To further develop the startup ecosystem in the digital sector, incubation and acceleration programs will be expanded, with projects receiving support from leading international experts and business mentors.
The Decree also provides for the establishment of more than 15 artificial intelligence laboratories across the country, the introduction of the "Successors of Muhammad al-Khwarizmi" program for high school students, and broader participation of women in digital technologies.
In addition, it is planned to increase the share of AI-powered services on the Single Interactive Public Services Portal to 10 percent, while raising the share of electronic public services accessible via mobile devices to 90 percent.
