Action Plan Signed in Karakalpakstan for Construction of Modular Intelligent Computing Center

In line with the Decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev No. PF-189 dated October 22, 2025, on additional measures to accelerate the development of artificial intelligence technologies, a range of incentives has been introduced for data center projects.
Within this framework, a working meeting was held at the Ministry of Digital Technologies between the Chairman of the Council of Ministers of the Republic of Karakalpakstan Farhod Ermanov, Minister of Digital Technologies Sherzod Shermatov, and a delegation led by Wang Xuhui, Founder of “Shanghai LinkWise Data Intelligence Co., Ltd.”.
The meeting focused on the implementation of the project to build a Modular Intelligent Computing Center (MICC), its strategic significance, and key infrastructure requirements. The parties discussed construction timelines, advanced technical solutions, and the engineering conditions required to ensure the stable and efficient operation of the future center. The project’s importance for the development of the digital economy, the high-tech sector, and the attraction of domestic investment was underscored.
Special attention was also given to strengthening the potential of local specialists in Karakalpakstan. The discussions covered the creation of new jobs, the involvement of young people in high-technology fields, and the development of modern digital skills. Proposals were put forward to introduce targeted support programs and professional development opportunities for young specialists.
The need to establish close cooperation with local universities and educational institutions was also emphasized.
Following the negotiations, the parties confirmed that the MICC project will contribute not only to the development of technological infrastructure, but also to the formation of new competencies, digital skills, and a sustainable high-tech ecosystem in Karakalpakstan. As a result, an official action plan for the construction of the Modular Intelligent Computing Center was signed.
According to the approved plan, a data center with a capacity of 60 megawatts will be built during the first phase, followed by an expansion to 240 megawatts during the second phase, reaching a total capacity of 300 megawatts.
