BRIEFING – MEASURES TAKEN IN THE FIELD OF ANTI-CORRUPTION

According to the analysis of declarations on potential conflicts of interest filled out by employees of the Committee's central office in the first quarter of 2025, one responsible employee had their employment contract terminated, another was transferred to a lower position, and two were subjected to disciplinary action.

In recent years, our country has been consistently implementing large-scale reforms aimed at preventing and combating corruption, eliminating corruption-prone factors in all areas of state and public construction. The system for assessing corruption risks in the performance of tasks and functions of state bodies is being improved, and standards of integrity are being introduced into public service.
Furthermore, in order to enhance the effectiveness of work in preventing and combating corruption, to expand the scope of open data on important social issues, to ensure their unhindered use, and to implement the tasks defined in the "Uzbekistan — 2030" strategy, the Committee is formalizing and updating, as necessary, the following internal documents:
• The Committee's Anti-Corruption Policy;
• Code of Ethics;
• Methodology for Assessing Corruption Risks;
• Regulation on Conflict of Interest Management;
• Regulations for Receiving and Reviewing Reports of Corrupt Actions via Communication Channels;
• Guidelines for Training Employees in the Field of Anti-Corruption;
• Guidelines for Checking Counterparties;
• Guidelines for Checking Candidates for Employment;
• Methodology for Monitoring and Controlling the Effectiveness of Anti-Corruption Measures;
• Regulations for Forming and Submitting Reports on the State of the Anti-Corruption System;
• Regulations for Conducting Official Investigations into Corrupt Actions and Violations of the Code of Ethics, as well as Regulations on Conducting Public Procurement.
Additionally, compliance with internal anti-corruption control rules by system employees is monitored, and a list of activities and positions most susceptible to corruption risks is compiled. To fundamentally increase the effectiveness of anti-corruption efforts within the Committee's system, identify the causes and conditions of corruption incidents, and create an effective system for their elimination, a compliance control department for anti-corruption has been established within the structure of the Committee's central office, with its regulations and job descriptions approved.
To promptly identify and prevent corruption offenses, a "hotline" (71) 203-02-39 (25) has been organized within the Committee's system, and its regulations have been approved. A separate email address for anonymous complaints on anti-corruption issues has also been created: komplaens@cirns.uz.
Currently, in collaboration with the Anti-Corruption Agency and the United Nations Development Programme, a system of internal control for combating corruption is being implemented based on the ISO 37001:2016 standard.
To enhance the qualifications of employees of the Committee's central office and regional departments in the field of anti-corruption, 18 training seminars were held in 2024 and the first quarter of 2025. Additionally, test assessments were conducted to evaluate the knowledge and skills of employees in this area.
In accordance with the requirements of Article 18 of the Law of the Republic of Uzbekistan "On Conflict of Interest," 53 responsible employees of the Committee's central office completed declarations on potential conflicts of interest. A similar practice has been introduced for candidates during hiring and for employees transferred to other positions.
