BRIEFING – MEASURES TAKEN IN THE FIGHT AGAINST CORRUPTION

As of the first quarter of 2025, according to the analysis of declarations on potential conflicts of interest filled out by employees of the committee's central office, the employment contract with one responsible employee was terminated, one was transferred to a lower position, and two were subjected to disciplinary action.

In recent years, our country has been consistently implementing large-scale reforms aimed at preventing and combating corruption, as well as eliminating corruption-prone factors in all areas of state and public construction. The system for assessing corruption risks arising in the performance of tasks and functions by state bodies is being improved, and standards of integrity are being introduced into public service.
Additionally, the committee is working to enhance the effectiveness of measures to prevent and combat corruption, expand the scope of open data on important social issues, ensure their unhindered use, and implement the tasks outlined in the "Uzbekistan — 2030" strategy.
Within the framework of implementing the above tasks, the following internal documents of the committee have been formalized and are updated as necessary:
• The committee's anti-corruption policy;
• Code of ethics;
• Methodology for assessing corruption risks;
• Regulation on managing conflicts of interest;
• Regulation on receiving and reviewing reports of corrupt actions through communication channels;
• Guidelines for training employees in the field of anti-corruption;
• Guidelines for checking counterparties;
• Guidelines for checking candidates for employment;
• Methodology for monitoring and controlling the effectiveness of anti-corruption efforts;
• Regulation on forming and submitting reports on the state of the anti-corruption system;
• Regulation on conducting internal investigations into cases of corrupt actions and violations of the code of ethics;
• Regulation on conducting public procurement.
Furthermore, compliance with internal anti-corruption control rules by system employees is monitored, and a list of activity areas and positions most susceptible to corruption risks has been compiled. An open competition-based selection process for filling vacant positions has been introduced in the central office and regional departments of the committee, in accordance with the requirements of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan.
To fundamentally enhance the effectiveness of anti-corruption efforts, identify the causes and conditions contributing to corruption, and create an effective system for their elimination, a compliance control department has been established within the structure of the committee's central office, with its regulations and job descriptions approved.
Additionally, a "hotline" (71) 203-02-39 (25) has been established within the committee system to receive reports of violations and contributing factors, and a separate email address for anonymous complaints on anti-corruption issues has been created: komplaens@cirns.uz.
Currently, in collaboration with the Anti-Corruption Agency and the United Nations Development Programme, the project "Combating Corruption in Uzbekistan through Effective, Accountable, and Transparent Governance Institutions" is being implemented, utilizing recommendations based on the ISO 37001:2016 standard for introducing an internal anti-corruption control system.
To regularly improve the qualifications of employees of the committee's central office and regional departments in the field of anti-corruption, 18 training seminars on the topic "Combating Corruption" were held in 2024 and the first quarter of 2025. Additionally, tests were conducted to assess the knowledge and skills of employees in this area.
In accordance with the requirements of Article 18 of the Law of the Republic of Uzbekistan "On Conflict of Interest," 53 responsible employees of the committee's central office completed declarations on potential conflicts of interest. The practice of filling out such declarations has also been introduced for new employees and those being transferred to other positions.
