PREPARATIONS FOR CONSTITUTION DAY CELEBRATION

In order to duly commemorate and celebrate at a high level the thirty-third anniversary of the Constitution of the Republic of Uzbekistan, to unite citizens around the noble values enshrined in it, and to effectively organize spiritual, educational and other events under the main theme “The Constitution — a guarantee of human dignity, freedom, equality and justice!”,
I hereby decree:
1. To approve:
a) the Programme of preparations and celebration of the Constitution Day of the Republic of Uzbekistan (hereinafter referred to as the Programme), in accordance with Annex No. 1;
b) the composition of the Organizing Committee for the preparation and celebration of Constitution Day (hereinafter referred to as the Organizing Committee), as per Annex No. 2.
2. The Organizing Committee (A. Aripov) shall:
a) ensure the effective implementation of the measures outlined in the Programme and festive celebration of Constitution Day in the Republic of Karakalpakstan, regional capitals, the city of Tashkent, as well as in all cities, districts, towns and villages;
b) organize at a high level spiritual and educational gatherings, open dialogues, public discussions, artistic evenings, festivals, cultural and sports events with the engagement of prominent representatives of science, culture and arts, senior and younger generations, and renowned athletes.
3. Special attention should be given to the following during local celebrations:
a) demonstrating how the principles of people’s power, human dignity, freedom, equality, social justice and solidarity—set out in the new edition of the Constitution—are reflected in ongoing reforms;
b) highlighting the role and significance of the updated Constitution in consolidating the results of large-scale economic, social, cultural and educational reforms;
c) explaining the meaning and importance of the motto “The Constitution — a guarantee of human dignity, freedom, equality and justice!” and the transition to a fundamentally new stage in the field of human rights and freedoms;
d) widely informing the public that the new Constitution has created a solid foundation for ensuring the reliable protection of entrepreneurship and private property, as well as achieving new successes in healthcare, science, culture, arts and sports;
e) promoting the importance of reforms aimed at continuous care for the elderly, women and youth, as well as protecting the family, motherhood, childhood and fatherhood, and ensuring gender equality;
f) conducting Constitution Lessons in all general secondary, vocational, specialized and higher educational institutions — covering all pupils and students — with the participation of leading legal scholars, academics, judges, officials from the judicial, justice and other law enforcement bodies.
4. It is established that the financing of celebratory events shall be:
a) in the Republic of Karakalpakstan and the regions — from additional sources of local budgets, off-budget funds of ministries and agencies, and other lawful sources;
b) in the city of Tashkent — equally funded from the reserve funds of the Cabinet of Ministers of the Republic of Uzbekistan and the Tashkent City administration, in accordance with the budget approved by the Organizing Committee.
5. It is recommended that the National Television and Radio Company of Uzbekistan, the National News Agency of Uzbekistan, the “Dunyo” Information Agency and other mass media provide extensive coverage of the preparations and celebration of Constitution Day.
6. The monitoring of the implementation of this Decree shall be entrusted to the Prime Minister of the Republic of Uzbekistan, Mr. A. N. Aripov.
