According to the presidential decree, the "Youth Business" program will be implemented in 2025–2027, which includes:
- covering 350,000 young people, including the creation of at least 100,000 new jobs for individuals aged 18 to 30;
- providing comprehensive services for young entrepreneurs and financial support for their activities through "Aloqabank", designated as the "youth bank";
- allocating preferential financing for youth startup and investment projects to develop modern entrepreneurial skills;
- supporting innovative projects in various economic sectors, including digital technology applications and social entrepreneurship.
Under the "First Step into Business" project, self-employed individuals aged 18 to 30 who have paid social tax will be able to receive preferential microloans of up to 100 million soums for up to 7 years through an online application.
As part of the "Jobs for Youth" project, individual entrepreneurs and small businesses where young people are founders can receive up to 5 billion soums in financing for up to 7 years, provided they create at least 20 jobs.
The "Innovative Youth" project will support young entrepreneurs through venture capital funds.
