Crime prevention issue discussed among students

The plenary session considered the results of the parliamentary inquiry sent to the Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan K. Sharipov on the prevention of crime among students.
As noted, specific work has been carried out on the issues raised in the parliamentary inquiry.
In particular, in order to create a safe environment in higher education institutions and prevent crimes in the early stages, a separate “roadmap” was approved by the ministry and put into implementation.
The public group, in agreement with the prevention inspectors, organized a 24-hour duty and patrol service around the campus and dormitories.
Starting from the 2025/2026 academic year, the “Social Activity Index” has been introduced, and the activity of students in the spiritual, educational and sports spheres, as well as all their actions, are being evaluated online through the platform.
In the current academic year, 280 thousand students were covered by the projects “Sharing Enlightenment” and “Literary-Enlightenment Week”, and 450 thousand students were covered by projects such as “Islohotlar bilimdoni”, “Kitobxon”, “Education Square”.
In order to develop domestic tourism, educate students in the spirit of love for the homeland by organizing visits to historical monuments, cultural heritage sites, theaters and museums, it was determined that visits and trips will be organized in the current academic year, attracting more than 1 million students and young people.
The coverage of the sports competitions “Student League”, “Student Fest”, “Five Initiative Olympics”, “Universiade” was increased to 540 thousand.
620 thousand students were covered by spiritual and educational events under the slogan “Against ignorance with enlightenment”.
The subject "Philosophy" for all undergraduate programs of higher education institutions has been expanded to include "The Essence, Consequences and Mechanisms of Combating Corruption", "Goals and Directions of Uzbekistan's International Cooperation in Combating Corruption", and other topics.
Based on the "Fighting Corruption" special training course program approved by the Anti-Corruption Agency, the Law Enforcement Academy, and the Ministry of Higher Education, Science and Innovation, 16-hour special training courses are being held for all undergraduate programs and master's specialties on a schedule.
At the same time, along with the work done by the senators, attention was also paid to issues awaiting resolution in the field.
Although it is advisable to install “Fase-ID” cameras and turnstiles in order to digitize the monitoring of students’ entry and exit from the dormitories of higher education institutions, this system has not been installed in some higher education institutions due to the lack of adoption of a legal document.
During the first 9 months of this year, 487 crimes were committed by students, which is a decrease of 105 or 13% compared to the same period last year, today, due to insufficient attention being paid to conducting spiritual and educational work with students and establishing close cooperation with parents in higher education institutions, crime among students has not been completely eliminated.
Senators expressed their views on the need to properly and rationally use the opportunities created for young people and to prevent young people from committing crimes while combating crime.
At the end of the discussion, the Senate adopted a relevant resolution.
