Announcement of the Request for Qualification for the Public-private Partnership Project on Establishment of Schools in Andijan and Samarkand Regions

In line with the Uzbekistan 2030 Strategy and the national education reform program, the Government of the Republic of Uzbekistan, through the Ministry of Preschool and School Education (“MoPSE”) and the Ministry of Economy and Finance (“MoEF”) plans to undertake a Public Private Partnership Project for the Establishment of General Secondary Education Schools in Andijan and Samarkand Regions (“Project”). The Project will deliver up to 12 new school facilities with a combined capacity of approximately 10,000 students.
In collaboration with the International Finance Corporation (“IFC”), a member of the World Bank Group, which is supporting Project preparation and procurement, the GoU intends to select a qualified private partner through a transparent and competitive international tender process and subsequently sign a long-term public-private partnership agreement.
The MoPSE, acting as the Public Partner, now invites interested parties to participate in the Request for Qualification (“RFQ”) for the Project.
The tender will follow a two-stage process:
1. RFQ
2. Request for Proposal
Interested parties are invited to submit their prequafilication application via the Virtual Data Room by March 3, 2026 [6 pm] Tashkent time.
To access the Virtual Data Room, submit prequalification applications, or request any clarifications regarding the Project and the RFQ, a representative of each interested party should send the name and address of the interested party and a list of up to five (5) contact email addresses to the following email addresses:
